별도의 Interest to Apply 등록
Provincial Nominee Program
Atlantic Immigration Program
Rural Community Immigration Pilot
Francophone Community Immigration Pilot
Home Care Worker Immigration Pilots
Agri-Food Pilot
Application Status Tracker
Bridging Open Work Permit

Canada’s Plan to Accelerate Permanent Residence for 33,000 Workers: Who Is Included and Is a Separate Application Required?
Canada has announced a one-time initiative to accelerate the transition of up to 33,000 workers in Canada to permanent residence during 2026 and 2027.
The announcement may sound like a new public immigration program that allows any work permit holder to submit an application.
It is not a new open-intake program.
The one-time In-Canada Workers Initiative is designed to accelerate certain permanent residence applications that IRCC has already received.
The initial focus is on workers who have already applied through selected regional and occupation-based immigration programs and who have lived in smaller Canadian communities for at least two years.
Eligible applicants do not need to submit a separate application or register for the initiative.
This article provides general information and does not describe a particular applicant or immigration case.
What is the In-Canada Workers Initiative?
The initiative was announced as part of Canada’s broader plan to manage immigration levels while retaining workers who are already contributing to Canadian communities.
Its objectives include:
reducing inventories of existing permanent residence applications;
helping smaller and rural communities retain needed workers;
providing greater stability to established workers;
responding to regional labour shortages; and
supporting the reduction of Canada’s temporary resident population.
The initiative will operate during 2026 and 2027.
It accelerates the processing of selected existing applications rather than creating a completely new permanent residence pathway.
Will all 33,000 workers become permanent residents in 2026?
No.
IRCC plans to admit at least 20,000 workers under the initiative in 2026.
The remaining admissions are planned for 2027.
IRCC’s published progress data indicated that approximately 9,100 workers had become permanent residents under the initiative between January and May 2026.
The total of 33,000 is a two-year target and is not a new application quota available to the general public.
Is this a new public application program?
No.
There is no separate:
expression of interest;
candidate pool;
public application period;
selection lottery;
first-come, first-served registration;
special application form; or
government registration fee.
The initiative applies to selected permanent residence applications already held in IRCC’s inventory.
A person cannot become eligible merely by paying a representative or submitting a request to be added to the initiative.
Which existing applications may be included?
IRCC has identified eligible applicants from the existing inventories of the following programs:
the Provincial Nominee Program;
the Atlantic Immigration Program;
the Rural Community Immigration Pilot;
the Francophone Community Immigration Pilot;
the Home Care Worker Immigration pilots; and
the Agri-Food Pilot.
The applicant must already have submitted a permanent residence application through an applicable program.
Planning to apply in the future does not create eligibility under the one-time initiative.
Submitting an application through one of the listed programs also does not guarantee that the application will receive accelerated treatment.
What about Express Entry applicants?
The initial public list does not separately identify ordinary Federal Skilled Worker Program or Canadian Experience Class applications.
An applicant nominated through an Express Entry-aligned Provincial Nominee Program may still have a PNP permanent residence application that is relevant to the initiative.
The applicant should distinguish between:
having an Express Entry profile;
receiving an invitation to apply; and
submitting a complete permanent residence application.
A profile in the Express Entry pool is not the same as an application already held in IRCC’s permanent residence inventory.
The two-year smaller-community criterion
IRCC is initially focusing on eligible workers who have lived in smaller Canadian communities for at least two years.
The purpose is to support communities with labour shortages and retain workers who have developed meaningful regional connections.
Relevant information may include:
the applicant’s actual residence;
the length of residence;
Canadian employment;
the immigration program used;
current and previous addresses; and
evidence already contained in the application.
An applicant should not independently assume that any location outside a downtown area qualifies as a smaller community.
IRCC applies the initiative based on its program data and eligibility criteria.
Does two years of residence guarantee permanent residence?
No.
The two-year residence criterion does not replace the requirements of the original permanent residence program.
IRCC may still assess:
eligibility under the original program;
the validity of a nomination or community recommendation;
work experience;
application completeness;
family relationships;
medical admissibility;
criminal and security admissibility;
the accuracy of the application; and
consistency with previous immigration records.
The initiative accelerates eligible applications. It does not grant permanent residence to an applicant who does not meet the original program requirements.
Are all work permit holders included?
No.
A work permit alone is not sufficient.
A person may not be included where the person:
has not submitted a permanent residence application;
has only an Express Entry profile;
applied through a program not currently identified;
has not met the smaller-community residence criterion;
had the application returned or withdrawn; or
already received a refusal.
IRCC identifies eligible applications from existing inventories.
Is a separate application required?
IRCC states that eligible applicants do not need to take any action to participate in the initiative.
There is no need to:
submit a special application;
request inclusion through the Web form;
pay a new fee;
join a separate selection pool; or
obtain a special invitation.
Applicants must still respond to any ordinary IRCC request relating to their existing application.
Will IRCC send a separate selection letter?
IRCC has not stated that every eligible applicant will necessarily receive a separate advance notice confirming selection under the initiative.
Applicants should continue monitoring:
their IRCC account;
the application status tracker;
email and spam folders;
document requests;
medical instructions;
police certificate requests;
biometric requests; and
passport or contact-information updates.
An applicant should not assume inclusion solely because the application begins moving more quickly.
What happens to applications that are not included?
IRCC states that permanent residence applications not eligible under the initiative will continue to be processed within the normal admissions space available for their programs.
Not being included does not automatically cancel or refuse an existing application.
Processing time may still depend on application inventories, annual targets and available admissions spaces.
Changes in residence or employment
Where an applicant has moved, left Canada or changed employment after applying, the effect may depend on the original program.
Relevant questions may include:
whether the applicant still satisfies the nomination conditions;
whether the job offer remains valid;
whether the community recommendation remains effective;
whether the work location has changed;
whether the applicant complied with work permit conditions; and
whether the change must be reported.
The possibility of faster processing does not remove the obligation to report material changes.
Family members
A spouse, common-law partner or dependent child included in the permanent residence application may continue to be assessed as part of the original application.
Family members may still need to satisfy:
relationship requirements;
medical requirements;
criminal and security checks; and
dependent-child eligibility.
Marriage, divorce, birth of a child or another family-composition change must be reported to IRCC.
Work permit expiry
Possible inclusion in the initiative does not automatically extend a work permit.
The applicant must separately maintain valid temporary status and work authorization.
Depending on the circumstances, an applicant may need to consider:
a work permit extension;
a bridging open work permit;
an employer-specific work permit;
LMIA-based authorization; or
another available status option.
An applicant should not allow a work permit to expire merely because the permanent residence application may receive accelerated processing.
Fraud warnings
Applicants should be cautious of anyone claiming that payment will:
add a person to the 33,000-worker list;
secure priority processing;
obtain an internal IRCC nomination;
create a special application; or
guarantee permanent residence.
Eligible applicants do not need to register separately for the initiative.
Any unexpected request for payment or personal information should be verified through official sources.
What applicants should review
A potential applicant may review:
whether a permanent residence application was already submitted;
the exact immigration program;
whether an acknowledgement of receipt was issued;
residence in a smaller community;
current immigration status;
employment changes;
validity of a nomination or community recommendation;
pending IRCC requests;
medical and police-document validity;
family changes;
passport validity; and
access to the IRCC account and email address.
Final point
Canada’s initiative for up to 33,000 workers is not a new public permanent residence program.
It is a one-time measure to accelerate selected existing permanent residence applications during 2026 and 2027.
IRCC is initially focusing on workers who applied through specified regional and occupation-based programs and who have lived in smaller Canadian communities for at least two years.
Eligible applicants do not need to submit a separate application or pay a special registration fee.
Applicants not selected under the initiative will continue to have their applications processed through the normal program inventory and admissions space.
This article provides general information only and does not constitute legal or immigration advice for a specific application.
