  • non-compliance with study permit conditions.

A final credential does not by itself establish that all conditions were met throughout the program.

Authorized leave

In limited circumstances, an institution may authorize a leave from studies.

IRCC may recognize an authorized leave of up to 150 days where the applicable conditions are satisfied.

The applicant may need to provide:

  • an official approval letter from the institution;

  • the reason for the leave;

  • the start and end dates;

  • proof of returning to study; and

  • evidence of compliance with study permit conditions.

A personal decision to stop attending classes without institutional approval may not qualify as an authorized leave.

Transferring schools

A transfer between DLIs does not automatically make a graduate ineligible.

However, the applicant should review:

  • the eligibility of each institution and program;

  • the length of qualifying studies;

  • any gap between programs;

  • study permit compliance;

  • transferred credits; and

  • which institution issued the final credential.

Recent rules concerning changes of institution may also affect the student’s status and should be considered when planning a transfer.

Language requirements

Most PGWP applications submitted on or after November 1, 2024 require proof of English or French language ability.

The minimum level depends on the type of program.

Graduates of bachelor’s, master’s and doctoral degree programs generally need at least CLB 7 in English or NCLC 7 in French in all four language abilities.

Graduates of other university programs generally also need CLB 7 or NCLC 7 in all four abilities.

Graduates of eligible college, polytechnic or other non-university programs generally need at least CLB 5 or NCLC 5 in all four abilities.

Each language ability must meet the applicable minimum.

An older test used for school admission should not be assumed to remain valid or acceptable for a later PGWP application.

Field-of-study requirements

Some applicants must graduate from a program in an eligible field of study.

The field-of-study requirement does not apply in the same way to every graduate.

Exemptions may apply to:

  • bachelor’s degree graduates;

  • master’s degree graduates;

  • doctoral degree graduates;

  • eligible flight school graduates; and

  • certain students who submitted their study permit application before November 1, 2024.

Other university, college, polytechnic and non-university program graduates who applied for their study permit on or after November 1, 2024 may need to satisfy the field-of-study requirement.

Eligibility is assessed using the six-digit Classification of Instructional Programs, or CIP, code.

A general program title is not enough. The student should confirm the exact CIP code with the institution and compare it with the applicable IRCC list.

IRCC has stated that the eligible field-of-study list will remain frozen during 2026.

Uploading field-of-study evidence

An applicant who must meet the field-of-study requirement should include proof that the program falls under an eligible CIP code.

The online document checklist may not display a separate upload field for this evidence.

IRCC instructs applicants to upload the evidence through the Client Information section.

Because that section retains only one uploaded file, multiple explanations and supporting documents may need to be combined into a single PDF.

The absence of a specific checklist item does not remove the obligation to provide required evidence.

The 180-day application period

A graduate generally has up to 180 days after receiving official confirmation of program completion to apply for a PGWP.

Completion may be confirmed through:

  • final marks;

  • an official completion letter;

  • a degree, diploma or certificate; or

  • another formal record issued by the institution.

The graduation ceremony date is not necessarily the date from which the 180 days are calculated.

A student may receive final marks or a completion letter months before the formal ceremony.

Study permit expiry and restoration

A student whose study permit will expire before receiving final marks may consider changing status to visitor or leaving Canada and applying from outside Canada.

Where the study permit has already expired, the graduate may have up to 90 days to apply to restore student status and submit the PGWP application.

A person applying through restoration is not authorized to work while waiting for the PGWP decision.

If the restoration period has expired, the person may be required to leave Canada.

The study permit expiry date should therefore be managed separately from the PGWP 180-day application deadline.

Working while the PGWP is processed

Some applicants may work full-time while IRCC processes the PGWP application.

They generally must have:

  • held a valid study permit when the PGWP application was submitted;

  • completed the study program;

  • been eligible to work off campus without a separate work permit during their studies; and

  • complied with the applicable limits on working hours.

An applicant who restored status or did not hold a valid study permit when applying may not be authorized to work while waiting.

Submitting a PGWP application does not by itself create work authorization in every case.

Work after program completion

A student’s authorization to work based on study status may end when the institution first confirms that the program has been completed.

Applicants should distinguish between:

  • work before academic completion;

  • work after completion but before applying for a PGWP;

  • work while the application is being processed; and

  • work after the PGWP is issued.

Employment during a gap between completion and the PGWP application should not be assumed to be automatically authorized.

Passport validity

A PGWP cannot normally be issued beyond the expiry date of the applicant’s passport.

A person who may otherwise qualify for a three-year permit could receive a much shorter permit if the passport will expire earlier.

Where IRCC limits the PGWP because of passport expiry and records that reason, the applicant may later apply on paper for the remaining eligible period after obtaining a new passport.

This is not a general right to renew every PGWP.

Applicants should renew a passport before applying where possible if it will not cover the expected permit period.

Medical examinations and occupational restrictions

A PGWP may contain restrictions preventing work in certain occupations where the applicant did not complete an immigration medical examination.

This may affect work involving health care, child care or other designated settings.

A graduate planning to work in such an occupation may consider completing an upfront medical examination before submitting the PGWP application.

Otherwise, an additional application may later be required to change the work permit conditions.

Common reasons for difficulty

PGWP applications may encounter problems where:

  • the institution or program is not eligible;

  • the program is too short;

  • the student did not maintain full-time enrolment;

  • there was an unauthorized leave;

  • the application was submitted after the 180-day period;

  • restoration deadlines were missed;

  • required language results were not included;

  • one or more language abilities were below the minimum;

  • the field-of-study requirement was not met;

  • CIP evidence was omitted;

  • the passport had limited validity;

  • study permit conditions were breached;

  • the applicant previously received a PGWP; or

  • application information conflicts with institutional records.

The complete education and status history should be reviewed rather than relying only on the fact of graduation.

Before submitting the application

The applicant should confirm:

  • that the exact institution and program are PGWP eligible;

  • that the program meets the minimum duration;

  • that full-time enrolment was maintained;

  • that any leave was formally authorized;

  • that any school transfer was completed properly;

  • the correct program completion date;

  • the expiry date of the study permit;

  • whether restoration is required;

  • whether the applicant may work during processing;

  • the applicable language requirement;

  • the validity of the language results;

  • whether a field-of-study requirement applies;

  • the exact six-digit CIP code;

  • whether field-of-study evidence has been included;

  • passport validity;

  • whether a medical examination is advisable; and

  • whether all dates match the school records.

Final point

A PGWP is not automatically issued to every graduate of a Canadian DLI.

Eligibility depends on the exact program, the student’s enrolment and status history, the timing of the application and the language and field-of-study rules that apply.

The applicant generally has 180 days after official completion to apply, but the expiry of the study permit may create an earlier status issue.

Work authorization while the application is processed also depends on separate requirements.

Because a PGWP is generally available only once, students should assess eligibility before enrolling, monitor compliance during their studies and review the complete record before submitting the application.
