The appropriate response depends on the representative’s actual role, whether compensation was paid, what was submitted and the current stage of the application.

Who may provide paid Canadian immigration representation?
A person who receives a fee or any other form of compensation for Canadian immigration or citizenship representation must generally be authorized.
Authorized paid representatives include:
lawyers and permitted legal professionals who are members in good standing of a Canadian provincial or territorial law society;
notaries who are members in good standing of the Chambre des notaires du Québec; and
immigration and citizenship consultants who are members in good standing of the College of Immigration and Citizenship Consultants.
An unpaid family member, friend or other third party may assist or act as an unpaid representative.
However, a person who receives money or another benefit in exchange for immigration advice or representation is treated as a paid representative and must hold the required authorization.
IRCC warns that an application may be returned or refused where the applicant uses a paid representative who is not authorized.
Administrative help is not always immigration representation
Not everyone who provides practical help is necessarily acting as an immigration representative.
A person may assist with:
using a computer or scanner;
navigating an online system;

arranging travel; or
