When applying again for a Canadian visa or permit, many applicants ask whether they need to provide fingerprints again. Under current IRCC rules, temporary residence applicants—such as visitor visa, study permit and work permit applicants—generally provide biometrics only once every 10 years, while permanent residence applicants generally have to provide biometrics for every PR application. The phrase “biometrics are valid for 10 years” therefore does not apply to every immigration application in the same way.
Key point: Temporary residence and permanent residence have different biometric reuse rules. Even for temporary residence, valid biometrics that are close to expiry can limit how long a new visa or permit can be issued.
1. What are biometrics?
For Canadian immigration purposes, biometrics generally means a person’s fingerprints and photograph. IRCC uses biometrics for identity and admissibility screening in many temporary and permanent residence applications.

2. Temporary residence biometrics are generally required once every 10 years
IRCC states that temporary residence applicants generally need to provide biometrics only once every 10 years.
This rule applies to applications such as visitor visas, study permits and work permits. If biometrics previously provided for temporary residence are still valid, they may be reused for a later temporary residence application.
The 10-year period is measured from the date the biometrics were last provided. It does not restart every time a new immigration application is submitted.
3. A visa or permit cannot be issued beyond the biometrics expiry date

IRCC cannot issue a temporary resident visa or permit for a period extending beyond 10 years from the date the existing biometrics were provided. 4. Can you extend an already issued visa or permit just by giving biometrics again?
No.
IRCC states that once a visa or permit has been issued, providing biometrics again by itself does not extend that document’s validity.
If a longer document is needed, the person must make the appropriate new visa, extension or permit application and, where applicable, pay the required fees and follow the new BIL to provide biometrics again.
Biometrics are therefore part of an immigration application process. They are not a separate mechanism that automatically extends an existing visa or permit.
5. Permanent residence applications follow a different rule
For permanent residence, the rule is different.
IRCC currently states that most permanent residence applicants must provide biometrics every time they apply for permanent residence, even if they previously gave biometrics for a visitor visa, study permit or work permit and those biometrics are still within the 10-year period.
The rule also generally applies when biometrics were provided for a previous permanent residence application.

A system showing that old biometrics are still “valid” therefore does not necessarily mean that a new PR application is exempt from biometric collection.
6. Biometrics from a pending PR application can sometimes be reused for temporary residence
There is an important rule in the other direction.
IRCC states that if a person has provided biometrics for a permanent residence application that is still in process, those biometrics can be reused for a temporary residence application such as a visitor visa, study permit or work permit.
However, if the PR application is refused, IRCC’s current guidance states that those biometrics cannot be used for future applications in the same way. Applicants should therefore not assume that biometrics from an old PR file will automatically remain reusable for later temporary applications.
7. Who may be exempt from giving biometrics?
IRCC lists several exemptions. Examples include:
- Canadian citizens and citizenship applicants
- existing Canadian permanent residents, subject to specific PR-card rules
- visa-exempt nationals applying only for an eTA to visit Canada
- certain diplomatic or official applicants
- certain US visa holders transiting through Canada
- applicants generally under age 14
- applicants generally over age 79

8. Do eTA applicants need biometrics?
A visa-exempt traveller who is applying only for an eTA to visit Canada is generally exempt from the biometric requirement.
This should not be confused with a temporary resident visa application. Whether a person needs a TRV or an eTA depends on nationality, travel document and other circumstances. A visitor visa applicant may have a biometric requirement even though an eTA-only visitor does not.
The correct document type therefore needs to be identified before deciding whether biometrics are required.
9. Can you use an old Biometric Instruction Letter?
If IRCC requires biometrics for a new application, follow the BIL issued for that application.
IRCC specifically states that if a previous application was refused because the applicant did not provide biometrics, the person should not simply use the old BIL after refusal. The person generally needs to reapply, pay the applicable fees and wait for the new BIL before providing biometrics.
Using an outdated instruction letter can create processing problems or further delay.
10. What should you check before applying?
Before submitting an application, review:
- the date your last biometrics were collected
- whether the new application is for temporary residence or permanent residence
- the intended duration of the visa or permit
- how much validity remains on the existing biometrics
- whether IRCC has issued a new BIL
- whether an age-based or application-type exemption applies
This is more useful than looking only at whether the online biometric record says “valid.”
11. Common mistakes
“Biometrics are valid for 10 years, so I never need to give them again during that period”
Not necessarily. The 10-year reuse rule is primarily a temporary residence rule. Permanent residence applicants generally provide biometrics for each PR application.
“My biometrics are still valid, so IRCC can issue the longest possible visa”
Not always. A visa or permit generally cannot extend beyond the expiry of the biometrics used for the application.
“I can give new fingerprints now and automatically extend the visa I already have”
No. New biometrics by themselves do not extend a visa or permit that has already been issued.
“I can use an old BIL for my new application”
Do not assume this. If the new application requires biometrics, follow the instruction letter issued for the current file.
