Express Entry in 2027: Who Could Canada Prioritize for Permanent Residence?

If you are planning Canadian permanent residence through Express Entry, it is worth paying close attention to potential changes to category-based selection for 2027.

Immigration, Refugees and Citizenship Canada (IRCC) is conducting an official public consultation from August 4 to September 1, 2026 on the economic priorities and categories that may be considered for Express Entry category-based selection in 2027.

Two directions are particularly important.

Have the 2027 Express Entry categories already been finalized?

No.

The government is now considering how that initiative could inform Express Entry category-based selection in 2027.

The broader talent strategy refers to important sectors such as STEM, health care, research and advanced industries.

However, holding an H-1B visa does not currently mean that a person automatically receives additional CRS points.

What is significant is that IRCC is now formally considering how these talent-attraction policies could influence Express Entry categories in 2027.

Applicants working in AI, software, data and other advanced technology fields should therefore consider not only their occupational title, but also their NOC classification, Canadian work experience, CRS score and any future category requirements.

What is the International Talent Attraction Strategy?

Canada's International Talent Attraction Strategy (ITAS) is intended to help the country identify, attract and retain highly skilled international workers in priority sectors.

IRCC specifically refers to areas such as emerging technologies, health care and skilled trades and emphasizes the importance of creating clear permanent residence pathways to retain the talent Canada needs.

The 2027 Express Entry consultation should therefore be viewed as part of a broader talent strategy rather than simply as an annual revision to a list of eligible occupations.

Does this mean CRS will become less important?

No.

Category-based selection does not eliminate CRS ranking.

Even if a future AI, research or other talent category is expanded, applicants should not assume that being in the right occupation alone will guarantee an invitation.

What should applicants preparing for Express Entry do now?
