Are Large Express Entry Draws Over? What CEC Candidates Should Watch in 2026

At the beginning of 2026, Immigration, Refugees and Citizenship Canada (IRCC) issued 8,000 Invitations to Apply (ITAs) in a single Canadian Experience Class (CEC) draw. By July, however, individual CEC draw sizes had fallen to 2,000 invitations. The most recent CEC draw on August 5 issued 3,000 invitations, while the Comprehensive Ranking System (CRS) cut-off remained high at 516.

Does this mean that large Express Entry draws are over? The short answer is that IRCC has not announced the end of large draws. The recent pattern does show, however, that simply waiting for the CEC cut-off to decline may no longer be a sufficient immigration strategy.

Key Points at a Glance

  • The January 7, 2026 CEC draw issued 8,000 ITAs with a CRS cut-off of 511.
  • The July 7 and July 21 CEC draws each issued 2,000 ITAs, with cut-offs of 517 and 516 respectively.
  • On August 5, IRCC invited 3,000 CEC candidates at CRS 516.
  • The widely reported “75% decline in CEC invitations” compares the size of one January draw—8,000 ITAs—with the 2,000 ITAs issued in each July draw. It does not mean that cumulative CEC invitations fell by 75%.
  • In 2026, candidates should assess not only CEC but also French-language proficiency, occupation-based categories and Provincial Nominee Program (PNP) options.
  • Express Entry reforms are being considered, but CEC has not been abolished and no official draw-suspension date has been announced.

What Does the “75% Decline in CEC Invitations” Actually Mean?

The Canadian Experience Class is a federal permanent residence program commonly considered by skilled workers who have gained at least one year of eligible Canadian work experience during the three years before applying. Candidates first enter the Express Entry pool. They may receive an ITA if they meet the requirements and rank high enough in a CEC invitation round.

The following table shows key CEC draws held in 2026:

| Draw date | CEC invitations | CRS cut-off | | January 7 | 8,000 | 511 | | January 21 | 6,000 | 509 | | February 17 | 6,000 | 508 | | March 17 | 4,000 | 507 | | April 14 | 2,000 | 515 | | May 27 | 3,000 | 518 | | June 23 | 4,000 | 516 | | July 7 | 2,000 | 517 | | July 21 | 2,000 | 516 | | August 5 | 3,000 | 516 |

Comparing the 8,000 invitations issued on January 7 with the 2,000 invitations issued in each July draw produces a 75% decrease in the size of an individual draw. It would be inaccurate, however, to interpret this as a 75% decrease in all CEC invitations issued during 2026 or as evidence that CEC has effectively ended. IRCC held another CEC draw on August 5 and issued 3,000 ITAs.

Current invitation numbers and CRS cut-offs are available on the official IRCC Express Entry rounds page.

Why Has the CRS Cut-off Remained Around 516 as Draw Sizes Declined?

A CRS cut-off is not a fixed pass mark established in advance. It is the score of the lowest-ranked candidate invited in a particular round. The result is affected by the number of invitations, the time between draws, the number of new high-scoring candidates entering the pool and the group targeted in that round.

First, smaller draws remove fewer high-scoring candidates from the pool. When IRCC issues only 2,000 or 3,000 invitations instead of 8,000, more candidates can remain concentrated in the higher CRS ranges.

Second, new candidates continue to enter the pool between draws. This may include people who improved their English or French test results, completed one year of qualifying Canadian work experience or added a new educational credential assessment.

Third, category-based rounds for French-language proficiency or specific occupations do not remove every high-scoring CEC candidate equally. A person may qualify for both CEC and an occupation-based category, but the eligibility requirements and score distribution for each category are different. A category-based draw therefore does not necessarily cause the general CEC cut-off to fall immediately.

Are Large Canadian Permanent Residence Draws Really Over?

There is currently no official basis for saying that large draws have ended. IRCC determines the type and size of each invitation round and does not guarantee a fixed monthly CEC schedule or publish the number of CEC invitations that must still be issued during the year. IRCC explains that it selects the round type, decides how many candidates are needed and then invites the highest-ranking eligible candidates.

IRCC has also stated that its 2026 Express Entry priorities include candidates with Canadian work experience through CEC rounds, together with category-based selection aligned with economic priorities. Recent CEC draws are smaller than the January round, but this does not establish that CEC draws have ended.

Predictions that IRCC will return to another 8,000-person draw—or that draw sizes will necessarily decline throughout the remainder of the year—are not official announcements. Candidates should avoid relying on a single forecast and should instead assess all invitation pathways for which they may qualify.

Why French and Occupation-Based Selection Matter More in 2026

IRCC has identified the following Express Entry categories for 2026:

  • French-language proficiency
  • Healthcare and social services occupations
  • Science, Technology, Engineering and Math (STEM) occupations
  • Trade occupations
  • Education occupations
  • Transport occupations
  • Physicians with Canadian work experience
  • Senior managers with Canadian work experience
  • Researchers with Canadian work experience
  • Skilled military recruits with an eligible job offer from the Canadian Armed Forces

The French-language proficiency category requires a minimum score of NCLC 7 in all four language abilities. Occupation-based categories generally require at least 12 months of eligible work experience, accumulated during the previous three years, in one listed occupation. Depending on the category, qualifying experience may have been gained in Canada or abroad.

Meeting a category requirement does not automatically result in an ITA. A candidate must first qualify for at least one Express Entry program—the Canadian Experience Class, Federal Skilled Worker Program or Federal Skilled Trades Program—and must also satisfy the instructions and ranking requirements of the invitation round.

Candidates should verify the current occupation lists and detailed requirements through the official IRCC category-based selection page.

Do Proposed Express Entry Reforms Mean That CEC Will Disappear?

In the spring of 2026, IRCC consulted the public on simplifying Express Entry program requirements and updating the CRS. The federal regulatory plan has also referred to a proposed, streamlined federal high-skilled immigration structure that could replace the existing Canadian Experience Class, Federal Skilled Worker Class and Federal Skilled Trades Class.

It is important to distinguish a proposal under consideration from a rule that is already in force. As of August 6, 2026, IRCC’s official application information continues to list the Canadian Experience Class, Federal Skilled Worker Program and Federal Skilled Trades Program as the three programs managed through Express Entry. IRCC has not announced an effective date for abolishing CEC or a schedule for suspending all Express Entry draws.

Candidates should review both the IRCC consultation materials on potential 2026 Express Entry reforms and the current Express Entry program page.

Six Steps Express Entry Candidates Should Take Now

1. Recalculate the CRS score carefully

Candidates should review age, education, accompanying-spouse factors, English and French results, Canadian and foreign work experience, Canadian education, siblings in Canada and potential provincial nomination points. It is also important to identify when points may decrease because of a birthday and when a full year of qualifying work experience will be completed.

2. Check the validity of language tests and educational assessments

Language test results used for Express Entry must be less than two years old. An Educational Credential Assessment used for foreign education must be less than five years old when the Express Entry profile is completed and when the permanent residence application is submitted. A document that expires while a candidate is waiting may affect the CRS score or eligibility.

3. Compare English improvement with a realistic French strategy

Even a modest improvement in English can produce a larger CRS increase when combined with education and work-experience factors. A candidate who reaches NCLC 7 in all four French abilities may be assessed for the French-language category and may also receive additional CRS points depending on their English results. The time required and the candidate’s current language level should be considered before choosing a strategy.

4. Review the NOC and category based on actual duties—not the job title

A similar-looking job title is not enough to establish category eligibility. The applicant’s actual main duties, length of employment, employment arrangement and supporting documents must be consistent with the relevant National Occupational Classification description.

5. Review Provincial Nominee Program options

An Express Entry-aligned provincial nomination adds 600 CRS points. Each province and territory, however, applies its own occupation, intention-to-reside, job-offer, work-experience and selection requirements. Candidates should not choose a province based on the additional points alone. Official information is available through the IRCC Provincial Nominee Program page.

6. Review supporting documents before receiving an ITA

A high CRS score does not resolve inconsistencies in supporting documents. Employment reference letters, job duties, hours and wages, police certificates, family relationships, education and immigration history must be consistent with the information in the Express Entry profile. Candidates should assess whether each claim can be properly documented before receiving an ITA rather than beginning the review after an invitation arrives.

General Planning by CRS Range Based on the Recent 516 Cut-off

The following ranges are not official pass marks. They are general planning examples based on the August 5, 2026 CEC cut-off of 516.

| Current situation | Matters to review first | | CRS 516 or higher | Monitor future CEC draws while reviewing the tie-breaking rule, profile accuracy, language-test and ECA validity, and documents required after an ITA. A score of 516 does not guarantee an invitation in a future round. | | CRS 500–515 | Do not rely only on a lower future cut-off. Compare a language retest, accompanying-spouse scoring, French, occupation-based categories and PNP options. | | CRS below 500 | Instead of treating a general CEC draw as the only short-term route, consider a medium-term plan involving French, an eligible occupation-based category, provincial nomination, additional Canadian work experience, education or language improvement. | | One year of CEC experience not yet completed | Confirm whether the work qualifies and whether at least one year—or 1,560 hours—of paid, eligible Canadian work experience was gained during the previous three years. Canadian work experience gained while studying full-time may not count toward the CEC minimum requirement. |

Frequently Asked Questions

Will the CEC cut-off fall below 500?

It cannot be predicted with certainty. The cut-off could decline if IRCC holds larger draws and the number of high-scoring candidates decreases sufficiently, but IRCC does not guarantee future CEC draw dates or invitation numbers.

Does a CRS score of 516 mean that I will receive an invitation?

The most recent CEC round had a cut-off of 516, but the type, size and cut-off of the next draw may be different. If more than one candidate has the lowest invited score, the tie-breaking rule based on the date and time the profile was submitted may also apply.

Does NCLC 7 in French automatically result in an invitation?

No. NCLC 7 in all four abilities is a central requirement for the French-language category, but the candidate must also qualify for an Express Entry program and meet the ranking requirements and instructions of the actual round.

When will the next Express Entry draw take place?

IRCC does not publish a fixed annual draw calendar. Historical patterns may offer context, but candidates should rely on results posted on the official IRCC invitation-rounds page.

Expand the Number of Possible Invitation Pathways Instead of Waiting for the Score to Fall

The central message from the 2026 Express Entry pattern is not that CEC has ended. It is that relying on a single CEC score and waiting for the cut-off to decline has become a riskier strategy. Another large draw may occur, but candidates should not build their immigration status and permanent residence plans on that assumption alone.

A proper assessment should consider the current CRS score, whether the Canadian work experience qualifies, the applicant’s actual NOC duties, French-language and occupation-based categories, provincial nomination options and document validity. Two applicants with the same CRS score may have very different available pathways because of their work histories, family composition and immigration status.

Yujin Visa Immigration reviews more than the CRS total. We assess CEC eligibility, category-based selection, potential provincial nomination pathways and the consistency of supporting documents. Candidates should identify more than one realistic permanent residence pathway instead of making a decision based only on the result of a single draw.
