3. PRTD 신청에서 실제로 확인해야 하는 부분

4. 캐나다 출국일이 며칠 남지 않았다면 — Urgent PRTD
항공권이 이미 예약돼 있고 출발일이 며칠 남지 않은 경우에는 urgent processing이 가능한지 확인하게 됩니다.

5. 이미 신청서를 여러 번 제출했다면 같은 방식으로 다시 내기 전에 확인할 것
같은 신청서가 반복적으로 returned되는 상황에서 가장 위험한 대응은 이전 제출과 거의 동일한 자료를 다시 업로드하면서 결과가 달라지기를 기다리는 것입니다.
먼저 이전 제출본과 IRCC의 회신을 나란히 확인하는 것이 좋습니다.

If your Canadian permanent resident card expires while you are outside Canada and you are scheduled to fly back within a few days, the situation can quickly become stressful. It becomes even more confusing if you have already submitted a Permanent Resident Travel Document, or PRTD, application several times and it keeps being returned.
The first point to understand is that the expiry of a PR card is not the same thing as the loss of permanent resident status. An expired PR card does not, by itself, mean that you stopped being a Canadian permanent resident. However, a permanent resident who is outside Canada and does not have a valid PR card generally needs a valid PR card or PRTD to board a commercial carrier such as an airplane, bus, train or boat travelling to Canada. IRCC Canada
The key question is therefore not simply whether your PR card has expired. Your current PR status, residency obligation, the completeness of your PRTD application and the reason IRCC returned any previous submission may all need to be examined.
1. An expired PR card does not automatically terminate PR status
A PR card is important evidence of your permanent resident status and is normally required when returning to Canada on a commercial carrier. Its expiry date, however, is not an automatic expiry date for permanent resident status.
IRCC specifically confirms that a person may remain a permanent resident even after the PR card expires. IRCC Canada
The immediate problem arises when the permanent resident is outside Canada and needs to board a flight or another commercial carrier. A person in this situation will generally need a PRTD if no valid PR card is available.
IRCC's eligibility guidance states that a PRTD may be available to a person who is a Canadian permanent resident, is outside Canada, does not possess a valid PR card and intends to return to Canada. The applicant's compliance with the applicable permanent-resident residency obligation is also relevant. Canada
2. A returned application and a refused application are not the same thing
This distinction is particularly important when someone says that a PRTD application has been “rejected” several times.
The word “rejected” may be used informally to describe very different IRCC decisions.
When an application is returned
IRCC's PRTD guide states that an incomplete application may be returned. This can arise where required information or supporting documentation is missing or the application has otherwise not been properly completed. Canada
IRCC's Permanent Residence Portal guidance likewise explains that incomplete applications may be returned and flagged in the applicant's dashboard and can then be resubmitted after the missing information has been completed. Canada
When an application is refused
A refusal is different. It may mean that IRCC conducted a substantive assessment and determined that the applicant did not meet the requirements for issuance of the PRTD.
IRCC states that when a PRTD application is refused, the applicant receives a refusal letter explaining the reasons for the decision and applicable appeal rights. Canada
For this reason, when a person says that the application “keeps coming back,” the first step should usually be to examine every IRCC notice, portal message and previous submission before preparing another application.
3. What should be checked in a PRTD application?
A PRTD can currently be applied for online through the Permanent Residence Portal. Online applicants complete IMM 5444 in the portal and provide the documents required by the applicable document checklist. The current government processing fee listed by IRCC is CAD $50. Canada
Completing basic biographical information is only part of the application.
Address and travel history
IMM 5444 requires information concerning the applicant's addresses and travel history for the relevant period. Applicants who have been permanent residents for five years or more will generally deal with the preceding five-year period. If they became permanent residents less than five years ago, the relevant information normally runs from the date they became permanent residents.
Periods should be accurately accounted for and travel dates should be reconciled with the applicant's actual records. Canada
The residency obligation
For a permanent resident who has held that status for at least five years, IRCC generally examines whether the person has satisfied at least 730 days of the permanent-resident residency obligation during the immediately preceding five years.
The 730 days do not have to be continuous. Certain periods spent outside Canada may also count if the statutory requirements are met. Canada
For someone who has been a permanent resident for less than five years, the analysis is different. IRCC's guidance indicates that the person must be able to demonstrate that they can still satisfy the required 730 days within the first five years following acquisition of permanent resident status. Canada
Accordingly, the analysis should normally be based on actual entry and exit dates rather than an approximate recollection of how many years the person lived in Canada.
Supporting evidence
IRCC provides examples of evidence that may assist in demonstrating residency, including employment records or pay statements, bank statements, Canada Revenue Agency Notices of Assessment and rental agreements. The appropriate evidence will depend on the person's individual history. Canada
4. What if your return flight is only a few days away?
Where the return trip to Canada is extremely close, it may be appropriate to consider urgent PRTD processing.
As of October 2026, IRCC states that a person outside Canada who does not have a valid PR card may be able to request urgent PRTD processing when the flight back to Canada is within the next five days, depending on the circumstances. Canada
IRCC may require evidence such as the travel itinerary and ticket, proof that travel was purchased, a letter explaining the reason for urgency and evidence supporting that urgent reason.
Examples identified by IRCC include employment-related needs, serious illness of the applicant or a family member, the death of a family member, loss or theft of a PR card while temporarily abroad, a crisis or emergency, and other circumstances an officer may consider legitimate in the PRTD context. An urgent-processing request is not a guarantee that a PRTD will be issued before a scheduled flight. IRCC expressly warns that even an applicant who qualifies for urgent processing cannot be guaranteed to receive the travel document in time.
The urgency request and the completeness of the underlying PRTD application should therefore be treated as two separate issues.
5. If the application has already been returned several times
Repeatedly submitting substantially the same application without identifying the reason it was previously returned can create further delay.
A more systematic review should normally begin with the complete history of the file.
Relevant steps include reviewing all IRCC emails and portal messages in chronological order, identifying whether each submission was returned or refused, comparing the document checklist with the documents actually filed, checking the address and travel histories in IMM 5444, calculating the residency obligation accurately and confirming that supporting documents meet IRCC requirements.
Where urgent processing is requested, the applicant should also verify that the supporting evidence required for the urgent request has actually been provided.
IRCC specifically cautions that supporting documents should be clear and legible and that additional requests for documents can result in further delay. Canada
6. Do not confuse PR-card expiry with a residency-obligation problem
Not every person with an expired PR card has a residency-obligation issue.
A permanent resident who normally lives in Canada and whose PR card happens to expire during a short trip abroad may primarily have a travel-document problem.
The situation can be very different where a permanent resident has lived outside Canada for an extended period.
Under section 28 of Canada's Immigration and Refugee Protection Act, the residency obligation generally requires at least 730 qualifying days within the applicable five-year period. Certain periods outside Canada can count if the statutory criteria are satisfied. Canada
If compliance with the residency obligation is uncertain, a PRTD application may therefore involve much more than replacing an expired travel document. A negative residency-obligation determination can raise issues concerning permanent resident status and potentially appeal rights before the Immigration Appeal Division.
Where there may be a residency-obligation problem, the person's complete Canadian residence and travel history should be reviewed before treating the matter as a routine expired-card application.
7. A PRTD does not automatically renew the PR card
The PRTD serves primarily as a travel document allowing a permanent resident outside Canada to return to Canada.
IRCC does not mail PR cards to addresses outside Canada. Once the person returns to Canada, a separate PR-card renewal or replacement process will normally be required. IRCC Canada
PRTDs are commonly associated with single-entry travel, although current IRCC guidance also provides that an applicant who meets the residency obligation may request consideration for a multiple-entry PRTD by explaining the circumstances in a cover letter. Whether one is issued remains subject to IRCC's assessment. Canada
8. When travel is imminent, identifying the problem comes before simply filing faster
When a flight to Canada is only a few days away, the natural reaction is to submit another application immediately.
But once a PRTD application has already been returned repeatedly, the more important question is why the earlier applications were not accepted or processed.
There may be a straightforward completeness problem.
There may instead be a substantive issue involving the residency obligation or PR status.
Or a complete application may already be in process and the remaining question may be whether there is a basis for requesting urgent processing.
Although all three situations may be described generally as a “PRTD problem,” they can require very different responses.
