7. Express Entry
|---|---|
| Positive LMIA issued? | Yes |
| LMIA Number | 00000 |
| LMIA Issuance Date | 2026-01-01 |
| LMIA Expiry Date | 2029-01-01 |
Canadian Experience Class(CEC), Federal Skilled Worker Program(FSWP), Federal Skilled Trades Program(FSTP)

Canada Express Entry Overhaul: Up to 100 CRS Points for High-Wage Job Offers and New LMIA Exemptions
Effective November 3, 2026 | An analysis of the new CRS rules for Canadian permanent residence applicants
On October 16, 2026, Immigration, Refugees and Citizenship Canada (IRCC) announced significant changes to the Express Entry Comprehensive Ranking System (CRS).
Beginning November 3, 2026, eligible candidates will be able to receive points for qualifying job offers in designated high-wage occupations or additional points for eligible Canadian work experience in those occupations.
The government is also removing Labour Market Impact Assessment (LMIA) requirements for qualifying job offers used to obtain CRS points or establish eligibility under certain Express Entry programs.
These changes could substantially affect the competitiveness of candidates already in the Express Entry pool, especially those working in engineering, technology, healthcare, education, management, and skilled trades.
1. What Is Changing Under Express Entry?
The revised CRS introduces a new component called the Labour Market Integration Factor (LMIF).
The LMIF recognizes either:
- Eligible Canadian work experience, including additional points for experience in high-wage occupations; or
- A qualifying job offer in a designated high-wage occupation.
Candidates who qualify under both options receive the higher of the two scores. The points are not added together.
The maximum LMIF score is 150 points for candidates without an accompanying spouse or common-law partner and 140 points for candidates with an accompanying spouse or partner.
The Canadian work experience component includes the existing points based on the length of eligible experience, plus any applicable high-wage occupation points.
2. Up to 100 Points for Qualifying High-Wage Job Offers
The government removed the previous CRS arranged-employment points in March 2025. The new system reintroduces job offer points, but only for designated high-wage occupations.
| High-Wage Occupation Level | CRS Job Offer Points |
|---|---|
| At least 2 times the national median wage benchmark | 100 |
| At least 1.5 times but less than 2 times | 70 |
| At least 1.3 times but less than 1.5 times | 50 |
| Occupation not on the eligible list | 0 |
A candidate with a qualifying job offer in a 2x occupation may therefore receive 100 LMIF points.
However, holding a job offer does not automatically qualify someone for these points. The occupation must be on IRCC's published list, and the offer must meet the relevant Express Entry requirements.
3. Up to 70 Additional Points for Canadian Work Experience
Candidates who have accumulated at least 12 months of qualifying Canadian work experience in eligible high-wage occupations may receive additional CRS points.
| Eligible Canadian High-Wage Work Experience | Additional Points |
|---|---|
| At least 12 months in occupations at the 2x level | 70 |
| At least 12 months at the 1.5x level or above, where not eligible for 70 | 40 |
| At least 12 months at the 1.3x level or above, where not eligible for a higher level | 20 |
| Less than 12 months of eligible high-wage experience | 0 |
The 12-month requirement generally corresponds to 1,560 hours of qualifying work experience.
Eligible experience may be continuous or non-continuous, and it may be accumulated across more than one qualifying occupation. However, overlapping employment hours cannot be double-counted beyond the applicable full-time equivalent limit of 30 hours per week.
Example: A Software Developer Working in Canada
Consider a candidate who has accumulated two years of qualifying Canadian experience as a software developer, NOC 21232.
Under the published list, this occupation falls within the 1.5x high-wage category.
If all relevant conditions are met, the candidate may qualify for 40 additional CRS points on top of the points awarded for the duration of Canadian work experience.
The overall CRS impact will depend on other factors, including education, language proficiency, spouse or partner status, and the interaction of different scoring components.
4. Which Occupations Qualify?
IRCC has identified 186 occupations across three high-wage levels.
Importantly, the classification is based on the median wages of people employed in each NOC occupation across Canada, rather than the individual applicant's salary.
Examples of 2x Occupations: Up to 100 Job Offer Points
- Computer and information systems managers (NOC 20012)
- Engineering managers (NOC 20010)
- Financial managers (NOC 10010)
- Human resources managers (NOC 10011)
- General practitioners and family physicians (NOC 31102)
- Specialists in clinical and laboratory medicine (NOC 31100)
- Lawyers and Quebec notaries (NOC 41101)
- University professors and lecturers (NOC 41200)
Examples of 1.5x Occupations: Up to 70 Job Offer Points
- Software engineers and designers (NOC 21231)
- Software developers and programmers (NOC 21232)
- Data scientists (NOC 21211)
- Cybersecurity specialists (NOC 21220)
- Civil engineers (NOC 21300)
- Registered nurses and registered psychiatric nurses (NOC 31301)
- Pharmacists (NOC 31120)
- Elementary school and kindergarten teachers (NOC 41221)
- Secondary school teachers (NOC 41220)
- Construction managers (NOC 70010)
Examples of 1.3x Occupations: Up to 50 Job Offer Points
- Financial auditors and accountants (NOC 11100)
- Financial and investment analysts (NOC 11101)
- Web developers and programmers (NOC 21234)
- Architects (NOC 21200)
- Social workers (NOC 41300)
- Medical laboratory technologists (NOC 32120)
- Industrial electricians (NOC 72201)
- Aircraft mechanics and aircraft inspectors (NOC 72404)
- Heavy-duty equipment mechanics (NOC 72401)
These are examples rather than a complete list.

5. Will a Job Offer Qualify Without an LMIA?
Beginning November 3, 2026, an LMIA will no longer be required for a qualifying job offer to receive the new Express Entry job offer points.
The government is also removing LMIA-related requirements for qualifying job offers used to establish eligibility under the Federal Skilled Worker Program and Federal Skilled Trades Program, subject to the applicable rules and public policy conditions.
This represents a significant change from previous requirements, under which many candidates needed an LMIA or a recognized LMIA exemption to establish a valid job offer.
However, the change does not eliminate LMIA requirements from all Canadian work permit programs.
The Temporary Foreign Worker Program and other employer-specific work authorization pathways remain subject to their own legal requirements.
A candidate should not assume that a job offer alone authorizes employment in Canada.
6. How Will IRCC Verify Job Offers?
Removing the LMIA requirement does not mean that IRCC will automatically accept every job offer.
Officers will continue to assess whether an offer is genuine.
Their review may include whether the employer is actively operating a business, has a legitimate need for the position, and has the financial and operational ability to fulfill the employment terms.
IRCC will also consider whether the applicant has the qualifications and ability to perform the job and is likely to accept the employment.
Compliance with applicable federal and provincial employment and recruitment laws will remain relevant.
Generally, a qualifying job offer must involve continuous, full-time employment for at least one year after the candidate becomes a permanent resident, although occupation-specific exceptions and requirements may apply.
Accordingly, a signed employment contract alone may not be sufficient. The job duties, NOC classification, business operations, and terms of employment should be consistent and supported by reliable documentation.
7. What Should Candidates Already in the Express Entry Pool Do?
IRCC has announced that existing profiles will be automatically recalculated when the new system takes effect.
The recalculation may take up to two weeks. During that period, Express Entry invitation rounds will be paused.
Candidates should distinguish between Canadian work experience and job offer information.
If qualifying Canadian work experience is already accurately recorded in the profile, the new score should be calculated automatically.
However, candidates who hold a qualifying job offer that has not been entered into their profile should review and update their information before November 3.
Special Instructions for Job Offers Without an LMIA
IRCC has acknowledged that its online profile interface may not immediately reflect the new LMIA rules.
For qualifying offers without an LMIA, its official guidance instructs candidates to use the following temporary values beginning November 3, 2026:
| Profile Field | IRCC Instruction |
|---|---|
| Was a positive LMIA issued? | Yes |
| LMIA Number | 00000 |
| LMIA Issuance Date | 2026-01-01 |
| LMIA Expiry Date | 2029-01-01 |
These values are specifically authorized by IRCC as a temporary system workaround. They do not mean that an LMIA was actually issued.
Applicants should confirm the current official instructions and the applicable conditions before updating their profiles.
8. Can Candidates Outside High-Wage Occupations Still Apply?
Yes.
The new high-wage occupation points do not make other eligible candidates ineligible for Express Entry.
Candidates must continue to meet the requirements of the relevant immigration program, such as the Canadian Experience Class, Federal Skilled Worker Program, or Federal Skilled Trades Program.
A qualifying job offer used to establish program eligibility under FSWP or FSTP does not necessarily have to be in a designated high-wage occupation.
Therefore, program eligibility and eligibility for CRS job offer points are separate assessments.
A candidate may have a valid job offer for program eligibility without receiving the new high-wage job offer points.
9. Who Could Benefit Most?
The reforms may be particularly advantageous for candidates who have already accumulated at least one year of qualifying Canadian experience in a designated high-wage occupation.
Depending on their NOC classification, they may receive an additional 20, 40, or 70 points.
Candidates with genuine qualifying job offers in high-wage occupations may also benefit, particularly where the previous LMIA-related requirements presented an obstacle.
Candidates whose CRS scores were previously below competitive invitation thresholds may see meaningful changes to their rankings.
Conversely, those whose occupations are not on the designated list may not receive new high-wage points. Their relative standing could change if other candidates receive higher scores.
Receiving additional points does not guarantee an Invitation to Apply (ITA). Invitations remain subject to the requirements, selection categories, and CRS cut-off scores of individual invitation rounds.
10. What Should You Review Before November 3?
Candidates should verify that their NOC code accurately reflects their actual job duties and that the occupation appears in IRCC's official high-wage list.
They should also review whether their Canadian work experience satisfies the 12-month requirement, whether any job offer meets the revised eligibility criteria, and whether the relevant information is accurately recorded in the Express Entry profile.
It is equally important to calculate the expected CRS score under the new rules and confirm continued eligibility under the applicable permanent residence program.
A job title alone is not enough to determine the correct NOC code. The actual duties performed must be compared with the official NOC description.
Conclusion
The November 3, 2026 Express Entry reforms represent an important shift toward recognizing Canadian work experience and employment opportunities in occupations that the government has identified as high-wage.
For some applicants, the new Labour Market Integration Factor could significantly improve their CRS score.
However, the scope of the LMIA exemption, the validity of job offers, the classification of occupations, and the calculation of eligible work experience must be assessed carefully.
