Ontario Immigrant Nominee Program(OINP)
Notice of Assessment(NO A, 세금신고 평가통지서)에 나타나는 실제 과거 소득입니다.
사례 A: 연소득 CAD 85,000
4. Ontario Workforce Priority Stream
Ontario Workforce Priority Stream(OWPS)
| Ontario Work Experience |
| Official Language Ability |
|---|---|
| Northern Ontario | 15점 |
| Eastern Ontario | 10점 |
| Central Ontario (GTA
| Southwestern Ontario | 10점 |
| GTA 내 Toronto 제외 지역 | 5점 |
| Toronto | 0
Ontario Workforce Priority Stream
- Expression of Interest
- Priority Healthcare Stream
- Entrepreneur Stream
- Exceptional Talent Stream

English Version
Ontario has announced an important change to its provincial immigration scoring system under the Ontario Immigrant Nominee Program (OINP).
On October 7, 2026, Ontario announced that candidates with qualifying annual earnings of CAD 80,000 or more can now receive 10 points under the Canadian Work Experience: Earnings History factor of the Ontario Workforce Priority Stream (OWPS).
Previously, the highest earnings bracket was CAD 70,000 or more, which awarded eight points.
The new scoring bracket took effect on October 5, 2026, and Ontario has stated that the change was automatically applied to existing eligible Expression of Interest (EOI) profiles.
This is a significant development for skilled foreign workers who have established strong earnings histories in Canada and are considering a provincial nomination for permanent residence.
The update is available through the Government of Ontario's 2026 OINP Updates.
1. What Changed on October 7, 2026?
The Ontario Immigrant Nominee Program allows the province to nominate eligible foreign nationals for Canadian permanent residence based on Ontario's economic and labour market priorities.
The new Ontario Workforce Priority Stream uses an Expression of Interest scoring system that considers several factors, including occupation, wages, work experience, education, language proficiency, immigration status, and the location of employment.
The October change specifically affects the Canadian Work Experience: Earnings History factor.
The updated scoring structure is:
| Annual Canadian earnings (CAD) | EOI points |
|---|---|
| $80,000 or more | 10 |
| $70,000–$79,999 | 8 |
| $50,000–$69,999 | 6 |
| $30,000–$49,999 | 4 |
| Less than $30,000 | 0 |
Under the previous scoring structure, candidates earning CAD 70,000 or more received eight points.
The newly introduced CAD 80,000 bracket provides qualifying candidates with an additional two points compared with the former maximum.
Importantly, this does not represent a separate ten-point bonus added to every applicant's existing EOI score. The maximum available under this particular earnings-history factor has increased from eight to ten points.
Key update: A candidate with qualifying annual Canadian earnings of CAD 80,000 or more in a single year within the relevant five-year period may receive ten points when those earnings are supported by an eligible Canada Revenue Agency Notice of Assessment.
2. How Must Candidates Prove Their Earnings?
One of the most important aspects of this change is the documentation required to support the claimed earnings.
Ontario assesses this factor using a Notice of Assessment (NOA) issued by the Canada Revenue Agency (CRA) within the preceding five years.
The relevant figure is historical annual earnings supported by the required tax documentation, rather than simply the annual salary stated in a current employment agreement.
Example A: Annual earnings of CAD 85,000
Suppose a candidate earned CAD 85,000 in a single qualifying year and the earnings are shown on an eligible CRA Notice of Assessment.
The candidate may qualify for ten points under the new earnings-history bracket.
Example B: Annual earnings of CAD 75,000
A candidate whose qualifying annual earnings were CAD 75,000 would fall within the eight-point bracket.
Example C: CAD 80,000 earned across two years
Suppose a candidate earned CAD 45,000 in one year and CAD 35,000 in another.
Those figures cannot be combined to claim the ten-point bracket.
Ontario requires the earnings claimed for this scoring factor to be supported by a single qualifying taxation year.
Candidates should also avoid assuming that T4 slips or ordinary pay statements are sufficient by themselves.
Ontario's document checklist specifically addresses the CRA Notice of Assessment evidence required for this factor.
See the Ontario Workforce Priority Stream Applicant Checklist.
3. Will Existing EOI Profiles Be Updated Automatically?
According to Ontario's October announcement, the revised earnings-history scoring was implemented on October 5, 2026, and applied automatically to affected existing EOI profiles.
This means candidates who already registered an Expression of Interest do not necessarily need to submit a new profile simply because of the scoring update.
However, candidates should verify their profile information and current score through the applicable OINP system.
It is also important to ensure that the earnings information entered is accurate and that the candidate can provide supporting CRA documentation if invited to apply.
Important: An increase in EOI points does not guarantee an Invitation to Apply. Ontario may select candidates based on additional factors such as occupation, regional priorities, and other labour market requirements.
4. What Is the Ontario Workforce Priority Stream?
The Ontario Workforce Priority Stream was introduced as part of Ontario's major immigration program restructuring in 2026.
In June 2026, Ontario replaced its previous OINP streams with the new OWPS framework.
The province opened the new Expression of Interest portal on August 4, 2026.
OWPS includes pathways for several categories of applicants.
Workers in TEER 0–3 occupations
This category provides a provincial nomination pathway for qualifying skilled workers who meet the relevant employment, language, education, and other eligibility requirements.
Workers in TEER 4–5 occupations
This category covers qualifying workers in TEER 4–5 occupations who meet the applicable work experience, job offer, education, and language conditions.
Eligible self-employed physicians
The stream also includes a pathway for certain physicians who meet the specific requirements applicable to self-employed medical practitioners.
For ordinary job-offer applicants, an eligible Ontario employer is central to the application process.
The employer must initiate the relevant process through the Employer Portal before the prospective worker registers an Expression of Interest.
The requirements are different for eligible self-employed physicians, who may qualify without a conventional job offer.
The official eligibility rules are available at Ontario Workforce Priority Stream.
5. Does a Higher Salary Significantly Improve Permanent Residence Chances?
The introduction of the new ten-point bracket means Ontario is placing greater weight on a candidate's established Canadian earnings history within its EOI scoring system.
However, it would be misleading to claim that an additional two points increases a candidate's probability of permanent residence approval by a fixed percentage.
An EOI score is one component of the province's selection process.
Ontario may issue targeted invitations to candidates with particular occupational backgrounds, work locations, or other characteristics relevant to its labour market needs.
Furthermore, meeting the earnings-history threshold does not replace the other eligibility requirements of the OWPS.
A candidate with high earnings may still be ineligible if the required job offer, work experience, education, immigration status, or other criteria are not satisfied.
Similarly, earning less than CAD 80,000 does not automatically make a candidate ineligible for the program.
The relevant question is how the candidate's earnings-history score contributes to the entire EOI profile.
6. Hourly Wage and Annual Earnings Are Separate Factors
Under OWPS, annual earnings history and hourly wages are evaluated separately.
This distinction can be important for applicants who have recently obtained a higher-paying position.
The hourly wage factor generally relates to the wage stated in the qualifying job offer.
The earnings-history factor, by contrast, considers eligible historical income supported by CRA tax documentation.
| Scoring factor | What Ontario evaluates |
|---|---|
| Hourly Wage | Hourly compensation associated with the qualifying job offer |
| Earnings History | Historical Canadian annual earnings supported by CRA documentation |
| Ontario Work Experience | Qualifying employment experience in Ontario |
| Official Language Ability | Recognized English or French language test results |
| Regionalization | Location of the Ontario employment position |
A current employment contract showing an annual salary of CAD 80,000 does not automatically establish entitlement to ten earnings-history points.
The two scoring factors should be assessed independently.
7. Work Location and Language Ability Also Affect EOI Scores
Annual earnings are not the only factors that influence OWPS competitiveness.
Ontario also provides regional points based on the location of employment.
| Ontario work location | Regional points |
|---|---|
| Northern Ontario | 15 |
| Eastern Ontario | 10 |
| Central Ontario outside the GTA | 10 |
| Southwestern Ontario | 10 |
| GTA excluding Toronto | 5 |
| City of Toronto | 0 |
Accordingly, a candidate employed in downtown Toronto may have a higher earnings-history score but fewer regional points than a candidate working elsewhere in Ontario.
Language proficiency is another important component.
OWPS assesses English or French language test results based on the applicable Canadian Language Benchmark (CLB) levels.
The lowest language ability across listening, reading, writing, and speaking is particularly important when calculating the Official Language Ability factor.
For a detailed explanation, see Yujin Visa & Immigration's existing article:
8. Does Provincial Nomination Guarantee Permanent Residence?
No.
The Ontario Workforce Priority Stream is a pathway toward provincial nomination, followed by an application to the federal government for permanent residence.
A typical process involves:
- Reviewing OWPS eligibility.
- Completing the relevant employer registration or employer-initiated steps, where applicable.
- Registering an Expression of Interest.
- Receiving an Invitation to Apply from Ontario.
- Submitting the provincial nomination application within the applicable deadline.
- Receiving a nomination decision from Ontario.
- Applying to IRCC for permanent residence after nomination.
- Completing federal permanent residence processing.
A provincial nomination is a major step, but it does not itself constitute permanent resident status.
IRCC makes the final determination on the federal application.
Candidates should also understand that OWPS invitations are not necessarily based on overall EOI score alone.
The province's targeted selection priorities and eligibility requirements remain relevant.
9. Will Ontario Introduce More Immigration Streams?
Ontario's 2026 immigration restructuring is being implemented in phases.
The Ontario Workforce Priority Stream was introduced during the first phase.
The provincial government has also outlined plans for additional immigration pathways in a later phase.
The proposed streams include:
- Priority Healthcare Stream: Intended to address labour shortages in healthcare occupations.
- Entrepreneur Stream: Intended for qualifying owners and operators of Ontario businesses.
- Exceptional Talent Stream: Intended for individuals with exceptional achievements in areas such as science, academia, technology, and creative disciplines.
As of October 11, 2026, the precise launch dates for these additional streams have not been established in the official materials reviewed for this article.
Prospective applicants should therefore follow Ontario's official announcements rather than relying on anticipated launch dates.
10. What Should Current OWPS Candidates Check?
Following the October earnings-history update, prospective and existing OWPS candidates should review the following matters:
- Whether they earned CAD 80,000 or more in a single qualifying tax year within the relevant five-year period.
- Whether those earnings are supported by a CRA Notice of Assessment.
- Whether they have incorrectly combined income from different years.
- Whether the updated score has been reflected in an existing EOI profile.
- Whether they are confusing their current hourly wage with historical annual earnings.
- Their total EOI score, including education, language, experience, and regional factors.
- Whether their job offer and employer meet the applicable program requirements.
- Whether the documentary evidence required after an invitation is available.
Practical takeaway: The important issue is not simply whether a candidate currently earns CAD 80,000 per year. It is whether the applicant has qualifying historical earnings supported by the required CRA evidence and meets the broader OWPS eligibility criteria.
11. Ontario PNP and Permanent Residence Assessment at Yujin Visa & Immigration
The Ontario Workforce Priority Stream represents a significant restructuring of the Ontario Immigrant Nominee Program.
Because the program uses a comprehensive scoring system and may undergo further administrative changes, applicants should not rely on outdated OINP rules or older score calculations.
Yujin Visa & Immigration provides Canadian immigration consulting services under the responsibility of a Regulated Canadian Immigration Consultant (RCIC-IRB).
Our services include reviewing an applicant's employment history, qualifying job offer, wages, earnings records, education, language proficiency, immigration status, and other relevant factors for Ontario PNP eligibility.
Applicants who have already registered an OWPS Expression of Interest, as well as those considering a new registration, may benefit from reviewing their complete profile against the current rules.
