OWPS 영어·불어 점수는 어떻게 계산되나요?
Ontario의 EOI 점수표에서는 Official Language Ability에 다음과 같이 점수를 부여합니다.

따라서 CLB 8에서 CLB 9로 한 단계 올라가면 12점에서 15점으로 3점이 증가합니다.

이 부분을 특히 주의해야 합니다.

Ontario 공식 기준상 영어와 불어 시험을 모두 본 경우 Official Language Ability 점수는 더 높은 CLB 결과를 가진 언어를 기준으로 계산합니다.

즉, 언어와 관련된 두 EOI 항목을 합하면 최대 25점까지 연결될 수 있습니다.
다만 이것이 OWPS 전체 점수가 25점이라는 뜻은 아닙니다. OWPS의 EOI에서는 직종, 임금, 경력, 학력, 캐나다 내 신분, 근무지역 등 다른 요소도 함께 계산됩니다.
CLB 7과 CLB 9의 차이가 실제로 클까요?
EOI에서는 몇 점의 차이도 실제 초청 가능성을 검토할 때 의미가 있을 수 있습니다.
예를 들어 다른 조건이 동일하다고 가정하면:
CLB 7 → 8점
CLB 8 → 12점
CLB 9 → 15점
입니다.
따라서 CLB 7에서 CLB 8로 올라가면 4점, CLB 8에서 CLB 9로 올라가면 다시 3점이 증가합니다.
다만 여기서 중요한 점이 있습니다.
언어점수 하나만으로 OINP 초청 여부를 예측해서는 안 됩니다.

어떤 영어시험이 인정되나요?
현재 OWPS에서 영어점수를 증명하기 위해 인정되는 시험은 다음과 같습니다.

Ontario는 IELTS Academic을 인정하지 않으며, IELTS One Skill Retake 역시 인정하지 않습니다.
PTE도 PTE Academic이 아니라 PTE Core여야 합니다.
시험 결과는 언제까지 유효해야 하나요?
언어시험 결과는 신청서를 제출하는 시점을 기준으로 시험일이 지난 2년 이내여야 합니다.
EOI 등록 당시 점수를 주장했더라도 실제 Invitation to Apply를 받은 뒤에는 주장한 점수를 증명할 수 있는 서류를 제출해야 합니다.
따라서 단순히 현재 EOI 점수만 계산할 것이 아니라 시험 유효기간이 실제 신청 시점까지 유지되는지도 함께 확인해야 합니다.
CLB를 올리면 무조건 재시험하는 것이 유리할까요?
꼭 그렇다고 단정할 수는 없습니다.
예를 들어 현재 네 영역 모두 CLB 9 이상이라면 Official Language Ability에서는 이미 최대인 15점을 받고 있기 때문에 영어시험을 더 높게 받아도 이 항목의 점수는 더 증가하지 않습니다.
반대로 현재 결과가 다음과 같다면 이야기가 달라질 수 있습니다.
- 세 영역 CLB 9
- 한 영역 CLB 8
이 경우에는 가장 낮은 영역 때문에 12점을 받게 됩니다.
그 한 영역을 CLB 9로 올릴 수 있다면 Official Language Ability가 12점에서 15점으로 올라갈 수 있습니다.
따라서 재시험 여부는 단순히 “영어점수를 높이면 좋다”가 아니라 현재 EOI 전체점수와 가장 낮은 CLB가 어디에 있는지를 보고 판단하는 것이 좋습니다.
불어를 추가로 준비하는 것은 어떤 의미가 있을까요?
영어가 이미 높은 신청인이라면 불어점수를 준비하는 목적은 단순히 Official Language Ability의 15점을 넘기기 위한 것이 아닙니다.
두 번째 공식언어 요건을 충족하면 Knowledge of Official Languages 점수를 5점에서 10점으로 높일 가능성이 생깁니다.
다만 이를 위해서는 불어 한 영역만 CLB 6을 달성해서는 안 되고, Reading, Writing, Listening, Speaking 네 영역 모두 최소 CLB 6을 충족해야 합니다.

Under Ontario’s new Ontario Workforce Priority Stream (OWPS), language proficiency is not simply a supporting qualification.
English and French test results can directly affect a candidate’s Expression of Interest (EOI) score, together with factors such as occupation, wage, Ontario work experience, education and regional location.
Under Ontario’s current scoring table, candidates can receive up to 15 points for Official Language Ability and up to 10 points for Knowledge of Official Languages.
**The key number is CLB 9.**A candidate whose lowest score across all four language abilities is CLB 9 or higher can receive 15 points for Official Language Ability.
What is the Ontario Workforce Priority Stream?
The Ontario Workforce Priority Stream is a new core pathway under the Ontario Immigrant Nominee Program in 2026.
Ontario opened the Expression of Interest portal for the new stream on August 4, 2026. The stream includes pathways for eligible workers with job offers across NOC TEER categories as well as qualifying self-employed physicians.

How many EOI points does each CLB level receive?
Ontario currently awards Official Language Ability points as follows.
CLB 9 or higher
15 points
CLB 8
12 points
CLB 7

Moving from CLB 8 to CLB 9 therefore increases this scoring factor from 12 to 15 points.
Moving from CLB 7 to CLB 9 creates a seven-point difference.
Your lowest language ability matters
Ontario does not calculate this score using the average of Listening, Reading, Writing and Speaking.
Instead, the lowest CLB level across all four abilities determines the Official Language Ability score.
Consider a candidate with:
- Listening: CLB 10
- Reading: CLB 9
- Writing: CLB 9
- Speaking: CLB 8
The candidate’s lowest level is CLB 8.
The applicable Official Language Ability score would therefore be 12 points, not 15.
To receive the full 15 points for CLB 9, all four language abilities must be at CLB 9 or higher.
This means that improving one weaker language component can sometimes be more useful for OWPS scoring than increasing an already strong component.
What if you take both English and French tests?
If a candidate has taken both English and French tests, Ontario states that Official Language Ability points are based on the language test with the higher CLB level.
There is also a separate scoring factor for Knowledge of Official Languages.

To receive the two-official-language score, a candidate must achieve at least CLB 6 in Reading, Writing, Listening and Speaking in both English and French.
What is the maximum language-related score?
Consider two examples.
English at CLB 9 or higher
Official Language Ability: 15 points
Knowledge of Official Languages: 5 points
Total language-related points: 20
English at CLB 9 or higher plus French at CLB 6 or higher in all four abilities
Official Language Ability: 15 points
Knowledge of Official Languages: 10 points

This does not mean that the entire OWPS EOI is scored out of 25.
Language is only part of a broader EOI scoring system that includes employment, work experience, education, legal status and regional factors.
Is the difference between CLB 7 and CLB 9 significant?
Under the current scoring table:
CLB 7 = 8 points
CLB 8 = 12 points
CLB 9 or higher = 15 points
A move from CLB 7 to CLB 8 therefore adds four points, while a move from CLB 8 to CLB 9 adds another three.
However, language should never be evaluated in isolation.
An OWPS invitation is not determined by language score alone.
Ontario also assigns EOI points based on occupation, wage, Ontario work experience, Canadian earnings history, education, immigration status and the location of employment.
Which English tests does Ontario accept?
For English, Ontario currently accepts:
- IELTS General Training
- CELPIP General
- PTE Core
For French, Ontario accepts:
- TEF Canada
- TCF Canada
IELTS Academic is not accepted for this purpose, and Ontario also states that IELTS One Skill Retake is not accepted.
For Pearson testing, the accepted test is PTE Core, not PTE Academic.
How long are language test results valid?
The language test must have been taken within the two years before the application is submitted.
Candidates who claim language points in their EOI must also be able to provide documentation supporting those points if invited to apply.
The expiry date of a language test therefore matters not only when calculating an EOI score today, but also when planning the actual application.
Should you retake your language test?
Not automatically.
If all four abilities are already at CLB 9 or higher, the candidate already receives the maximum 15 Official Language Ability points. A higher English score would not increase this particular scoring factor.
The situation can be different where three abilities are CLB 9 but one is CLB 8.
Because the lowest ability controls the score, that candidate receives 12 points.
Raising the weakest component to CLB 9 could increase the Official Language Ability score from 12 to 15 points.
The decision to retake a test should therefore be based on the candidate’s complete EOI profile and the actual number of additional points available.
What is the value of adding French?
For a candidate who already has strong English, French may be relevant through the separate Knowledge of Official Languages factor.
A candidate meeting the required level in both official languages can potentially increase that factor from five to ten points.
But the requirement applies to all four French abilities.
CLB 6 in only one or two abilities is not enough.
Reading, Writing, Listening and Speaking must each meet at least CLB 6 in both official languages to receive the two-language score.
Why you should calculate the entire OWPS score
Language is only one component of the current OWPS EOI system.
Ontario also assigns points for factors including:
- NOC TEER category
- NOC occupational category
- Hourly wage
- Ontario work experience
- Canadian earnings history
- Legal status in Canada
- Education
- Canadian education
- Official language ability
- Knowledge of official languages
- Location of employment in Ontario
Regional scoring alone can vary significantly.
Under the current table, Northern Ontario can receive 15 points, Eastern Ontario, Central Ontario outside the GTA and Southwestern Ontario can receive 10, locations within the GTA other than Toronto can receive 5, while Toronto receives 0 regional points.
For this reason, a meaningful assessment should consider the complete EOI profile rather than language points alone.
Before registering an EOI
Candidates should confirm:
- The lowest CLB level among the four language abilities.
- Whether the result falls into the CLB 6, 7, 8 or 9+ scoring range.
- Whether both English and French meet CLB 6 in all four abilities if claiming two-official-language points.
- Whether the language test will remain valid when the application is submitted.
- Whether the test is one of Ontario’s approved English or French tests.
- How the language score fits into the candidate’s total OWPS EOI score.
