“8월 말에 대학원 합격 연락이 왔습니다. 9월 학기, 지금이라도 시작할 수 있을까요?”
캐나다 대학이나 대학원 입학에서는 예상보다 늦게 자리가 나는 경우가 있습니다.
여름 내내 대기명단에 있다가 8월 말이 되어서야 최종 합격통지서, 즉 Letter of Acceptance(LOA)를 받는 경우도 있습니다.
이때 많은 학생들이 가장 먼저 묻는 질문은 비슷합니다.
“서류는 거의 준비했습니다. Study Permit만 바로 신청하면 9월 수업을 시작할 수 있나요?”
“Upfront Immigration Medical Examination도 이미 끝냈는데 조금 더 빨리 진행될 수 있나요?”
“캐나다에 이미 있고 Study Permit 연장을 신청하면 maintained status로 새 학교에서 바로 공부할 수 있지 않나요?”
이 질문들은 모두 비슷해 보이지만, 실제 답은 신청인의 현재 위치와 Study Permit 상태, 그리고 무엇보다도 현재 학교와 새 학교가 같은 Designated Learning Institution(DLI)인지에 따라 크게 달라집니다.

가장 먼저 기억해야 할 점은 이것입니다.
8월 말에 LOA를 받은 해외 신규 Study Permit 신청자가 단순히 신청서를 빨리 제출한다고 해서 며칠 뒤 시작되는 9월 학기에 자동으로 들어갈 수 있는 것은 아닙니다.
반면 이미 캐나다에서 Study Permit을 가지고 있는 학생이라면 이야기가 달라질 수 있습니다.
특히 같은 대학에서 학사에서 석사로 올라가는 경우와, 다른 대학으로 이동하는 경우를 똑같이 보면 안 됩니다.
1. 캐나다 밖에 있고 Study Permit이 없다면?
먼저 가장 일반적인 상황부터 보겠습니다.
현재 한국 등 캐나다 밖에 있고, 유효한 Study Permit 없이 새로 캐나다 대학이나 대학원에 입학하려는 학생입니다.
8월 말에 최종 LOA를 받았다면 그때부터 Study Permit 신청을 준비할 수 있습니다.
하지만 여기서 중요한 차이가 있습니다.
Study Permit을 “신청했다”는 것과 “공부할 수 있다”는 것은 다릅니다
온라인으로 Study Permit 신청서를 제출했다고 해서 그 순간부터 캐나다에서 공부할 권한이 생기는 것은 아닙니다.
신규 Study Permit이 필요한 일반적인 해외 신청자라면 IRCC 심사를 거쳐 필요한 승인을 받아야 합니다.
따라서 8월 말까지 최종 LOA가 나오지 않은 상태에서 9월 초 정상 개강을 전제로 계획하는 것은 현실적으로 어렵습니다.
문제는 신청서를 얼마나 빨리 작성하느냐만이 아닙니다.
IRCC가 신청서를 접수한 뒤 심사를 완료해야 하고, 캐나다 입국 및 학업 시작에 필요한 절차도 남아 있기 때문입니다.
“긴급하게 넣으면 되지 않나요?”라는 질문
Study Permit 신청을 매우 빠르게 준비할 수는 있습니다.
하지만 신청인이 며칠 뒤 수업을 시작해야 한다는 이유만으로 일반적인 Study Permit이 자동으로 며칠 내 승인되는 제도가 있는 것은 아닙니다.
신청서 제출 속도와 IRCC의 결정 속도는 별개의 문제입니다.
따라서 Late Offer의 경우에는 Study Permit 신청과 동시에 학교 측의 academic deadline도 반드시 확인해야 합니다.
2. 그럼 학교에서 Late Arrival을 허용하면 괜찮을까요?
가능성은 있습니다.
하지만 이것 역시 학교마다, 그리고 프로그램마다 다릅니다.
일반 강의 중심의 프로그램은 일정 기간 늦은 도착을 허용할 수 있지만, 다음과 같은 과정은 Late Arrival이 매우 제한적일 수 있습니다.
Mandatory orientation이 있는 프로그램
Clinical placement가 포함된 프로그램
Practicum이 포함된 프로그램
Laboratory 또는 실습 수업이 있는 프로그램
특정 날짜부터 환자 또는 고객과 접촉해야 하는 과정
Co-op 또는 work component가 포함된 과정
즉, Immigration 문제와 학교의 academic policy는 별개의 문제입니다.
Study Permit이 늦게 나와도 학교가 기다려 줄 것이라고 자동으로 가정해서는 안 됩니다.
Late Offer를 받았다면 학교에 다음을 즉시 확인하는 것이 좋습니다.
가장 늦게 수업에 합류할 수 있는 날짜
Mandatory orientation 날짜
실습 또는 placement 시작일
일부 수업을 임시로 온라인에서 시작할 수 있는지
Study Permit 지연을 이유로 Late Arrival을 허용하는지
늦은 입학이 불가능하면 Deferral이 가능한지

3. 캐나다에 이미 있다면 Maintained Status로 새 학교를 시작할 수 있을까요?
여기서부터 가장 자주 혼동하는 부분이 나옵니다.
캐나다 안에서 기존 Study Permit을 가지고 있는 학생이라면 maintained status가 적용될 수 있는 상황이 있습니다.
하지만 maintained status의 의미를 정확하게 이해해야 합니다.
캐나다에 체류할 수 있다는 것과 새 학교에서 공부할 수 있다는 것은 같은 말이 아닙니다
기존 temporary resident status가 끝나기 전에 적절한 extension 신청을 했다면 일정한 조건 아래 캐나다에 계속 머무를 수 있습니다.
그러나 이것이 모든 새로운 학교에서 즉시 공부할 수 있는 권한을 의미하지는 않습니다.
Maintained status는 “캐나다에 계속 있을 수 있는가”라는 문제와 관련될 수 있지만, “새로운 DLI에서 새 프로그램을 바로 시작할 수 있는가”는 별도로 판단해야 합니다.
IRCC 역시 학교 또는 프로그램 변경에 관한 공식 안내에서 같은 학교 내 프로그램 변경과 다른 post-secondary DLI로의 변경을 구분하고 있습니다.
이 차이가 매우 중요합니다.
4. 같은 대학에서 학사에서 석사로 가는 경우는 다릅니다
예를 들어 한 학생이 University A에서 Bachelor’s degree를 마치고, 같은 University A의 Master’s program으로 바로 진학한다고 가정해 보겠습니다.
학교가 같고 DLI도 동일합니다.
이 경우에는 University A에서 University B로 옮기는 것과 같은 방식으로 보면 안 됩니다.
같은 DLI에서 Program 또는 Level of Study만 변경하는 경우
IRCC는 같은 post-secondary DLI에서 프로그램을 변경하는 학생과 다른 DLI로 옮기는 학생을 별도로 구분합니다.
따라서 다음과 같은 경우가 있을 수 있습니다.
Bachelor’s degree
→ 같은 대학의 Master’s degree
Graduate certificate
→ 같은 대학의 다른 program
Master’s program A
→ 같은 대학의 Master’s program B
핵심은 단순히 학사냐 석사냐가 아닙니다.
핵심은 “같은 DLI인가?”입니다
같은 DLI에서 program 또는 level of study가 변경되는 경우에는 기존 Study Permit이 유효하고 필요한 조건을 계속 충족하는지 확인해야 합니다.
새로운 프로그램 기간 때문에 기존 Study Permit의 유효기간이 부족하다면 Study Permit extension을 신청해야 할 수 있습니다.
그리고 여기에서 중요한 차이가 있습니다.
IRCC의 현재 안내에 따르면 같은 DLI에서 새로운 프로그램을 위해 Study Permit extension이 필요한 경우, 일정 요건을 충족하면 extension 신청 결과를 기다리는 동안 새로운 프로그램을 시작할 수 있습니다.
따라서 다음처럼 단정하면 정확하지 않습니다.
“학사에서 석사로 올라가니까 새 Study Permit이 실제로 발급될 때까지 무조건 공부할 수 없다.”
같은 DLI라면 반드시 그렇지는 않습니다.
같은 대학에서 학사 → 석사라면 무엇을 확인해야 할까요?
기존 Study Permit이 현재 유효한지
기존 permit의 조건을 충족하고 있는지
기존 프로그램을 언제 마쳤는지
새 프로그램 시작일이 언제인지
새 프로그램이 동일한 DLI에 속하는지
기존 Study Permit 만료일이 새 프로그램을 충분히 커버하는지
Extension이 필요하다면 언제 신청했는지
이 사실관계에 따라 9월 학기 시작 가능성이 전혀 다르게 분석될 수 있습니다.
5. 다른 대학으로 가는 경우는 훨씬 중요하게 봐야 합니다
이번에는 상황을 바꾸어 보겠습니다.
University A에서 학업을 마친 학생이 University B의 Master’s program에 입학합니다.
학교가 달라졌고 DLI도 달라집니다.
이 경우에는 같은 학교 내 program change와 다른 규정이 적용됩니다.
다른 Post-Secondary DLI라면 새 Study Permit이 필요합니다
현재 IRCC 규정상 다른 post-secondary DLI로 이동하는 경우에는 새로운 DLI에 맞는 Study Permit이 필요합니다.
일반적으로 Study Permit extension 방식으로 새로운 DLI 정보를 반영한 permit을 신청하게 됩니다.
그리고 중요한 점이 있습니다.
새로운 DLI에서 학업을 시작하기 전에 필요한 Study Permit 승인을 받아야 하는 것이 원칙입니다.
즉,
Study Permit extension 신청
→ Maintained Status
→ 새로운 대학에서 즉시 수업 시작
이렇게 자동으로 연결되는 것은 아닙니다.
Maintained Status가 있다고 새로운 대학에서 바로 공부할 수 있는 것은 아닙니다
다른 DLI로 옮기는 일반적인 학생이라면 Study Permit extension을 제출했다는 이유만으로 새로운 대학에서 바로 수업을 시작할 수 있다고 보면 안 됩니다.
이 부분은 캐나다 안에 있는 학생들이 특히 자주 오해합니다.
“캐나다 안에 있으니까”, “Study Permit 연장을 신청했으니까”, “Maintained Status가 있으니까”라는 세 가지 사실만으로 새 DLI에서의 학업 시작이 자동으로 허용되는 것은 아닙니다.
6. 새 Study Permit을 기다리는 동안 다른 DLI에서 공부할 수 있는 예외도 있나요?
예외가 전혀 없는 것은 아닙니다.
그러나 일반적인 학교 변경과는 구분해야 합니다.
IRCC는 기존 DLI에 심각한 문제가 생긴 특별한 상황에서 새 DLI에서 먼저 공부할 수 있는 제한적인 예외를 두고 있습니다.
예를 들어 기존 DLI가 학생이 프로그램을 마치기 전에
폐교한 경우
해당 프로그램을 중단한 경우
Suspension list에 올라간 경우
DLI 자격을 상실한 경우
등이 관련될 수 있습니다.
추가 조건도 충족해야 합니다.
따라서 한 대학을 정상적으로 졸업하고 본인의 선택으로 다른 대학의 석사과정에 입학하는 일반적인 경우를 이러한 예외와 혼동해서는 안 됩니다.
7. DLI 변경 신청은 60일 처리된다고 들었는데요?
IRCC는 현재 일정 요건을 충족하는 post-secondary DLI 변경 Study Permit extension 신청에 대해 60일 처리 절차를 안내하고 있습니다.
이 제도는 학교를 변경하는 학생에게 중요한 부분입니다.
하지만 8월 말에 LOA를 받고 9월 초 개강을 앞둔 학생에게는 다른 문제가 있습니다.
8월 말에서 9월 초까지 남은 시간은 며칠 또는 매우 짧은 기간입니다.
따라서 60일 처리 절차가 있다는 사실이
“9월 수업은 우선 시작하고 permit은 나중에 받으면 된다”
는 의미는 아닙니다.
처리기간과 학업 권한은 별도의 문제입니다.
8. Upfront Immigration Medical Examination을 이미 했다면 달라질까요?
Late Offer를 예상하고 상당히 일찍 준비하는 학생들은 Study Permit 신청 전에 Immigration Medical Examination을 먼저 받기도 합니다.
이를 Upfront Immigration Medical Examination, 흔히 Upfront Medical이라고 부릅니다.
신청서를 제출하고 IRCC의 medical request를 기다리는 대신, 미리 지정된 Panel Physician을 통해 신체검사를 받는 방식입니다.
IRCC의 Temporary Resident Medical Examination 공식 안내에서도 학생을 포함한 temporary resident 신청자의 upfront medical 관련 내용을 확인할 수 있습니다.
Upfront Medical을 미리 한 것은 의미가 있습니다
필요한 medical을 이미 마쳤다면 이후 IRCC가 medical request를 보내고 다시 신체검사를 완료하기까지 기다리는 한 단계를 줄이는 데 도움이 될 수 있습니다.
특히 보건·의료·환자 접촉과 관련된 프로그램에서는 medical requirement가 중요한 문제가 될 수 있습니다.
하지만 그 의미를 지나치게 확대해서는 안 됩니다.
Upfront Medical을 했다고 해서 생기지 않는 것
Upfront Medical을 완료했다고 해서
Study Permit이 승인되는 것은 아닙니다.
Study Permit이 며칠 내 나온다는 보장도 없습니다.
Maintained Status가 생기는 것도 아닙니다.
Study Permit 없이 학업할 권리가 생기는 것도 아닙니다.
다른 DLI에서 Study Permit 승인 전에 공부할 수 있게 되는 것도 아닙니다.
8월 말 합격자가 자동으로 9월 학기를 시작할 수 있게 되는 것도 아닙니다.
Upfront Medical은 Study Permit 준비 과정의 한 부분입니다. Study Permit 또는 학업 권한을 대신하는 서류가 아닙니다.
9. 보건·의료 관련 대학원 과정이라면 추가 확인이 필요합니다
일부 대학원 프로그램은 단순한 강의 중심 과정이 아닙니다.
다음과 같은 요소가 포함될 수 있습니다.
Clinical placement
Practicum
Patient contact
Work placement
Co-op component
Mandatory orientation
이 경우에는 Study Permit만 볼 것이 아니라 medical requirement와 permit condition, 필요한 경우 work authorization까지 함께 검토해야 할 수 있습니다.
따라서 “Medical까지 했으니 신청 준비는 끝났다”라고 생각하는 것도 조심해야 합니다.
전체 프로그램 구조를 함께 보아야 합니다.
10. 8월 말 Late Offer를 받았다면 실제로 무엇부터 봐야 할까요?
Late Offer 사건에서는 단순히 신청서 작성부터 시작하는 것보다 신청인의 현재 상황을 먼저 정확하게 정리하는 것이 중요합니다.
현재 캐나다 밖에 있는가, 캐나다 안에 있는가
해외 신규 신청자인지 캐나다 내 기존 Study Permit 보유자인지에 따라 출발점부터 다릅니다.
현재 Study Permit을 가지고 있는가
있다면 만료일이 언제인지 확인해야 합니다.
기존 프로그램을 이미 졸업했는가
프로그램 종료 시점은 Study Permit 조건과 이후 학업 가능 여부를 판단하는 데 중요할 수 있습니다.
현재 DLI와 새 DLI가 같은가
같은 DLI인지 다른 DLI인지에 따라 적용되는 규정이 크게 달라집니다.
같은 대학 안에서 학업 수준만 바뀌는가
예를 들어 같은 대학에서 Bachelor’s에서 Master’s로 진학하는 경우라면 일반적인 DLI transfer와 다른 분석이 필요합니다.
완전히 다른 대학으로 이동하는가
다른 post-secondary DLI라면 새 DLI에 맞는 Study Permit 승인 문제가 핵심이 됩니다.
학교의 Late Arrival과 Deferral 규정은 무엇인가
Immigration 승인 가능 시점만 보는 것은 충분하지 않습니다.
학교가 실제로 언제까지 학생의 합류를 허용하는지도 함께 확인해야 합니다.
11. “서류는 다 준비했습니다”만으로는 충분하지 않은 이유
Study Permit 업무에서 신청서를 빨리 작성하는 것은 중요합니다.
하지만 그것이 전부는 아닙니다.
특히 8월 말 Late Offer와 같은 케이스에서는 다음을 함께 검토해야 합니다.

12. 결국 9월 학기를 시작할 수 있는 사람과 없는 사람
상황을 간단하게 나누면 다음과 같습니다.
캐나다 밖 + 신규 Study Permit 필요 + 8월 말 LOA
일반적으로 9월 초 정상 개강을 전제로 계획하기는 현실적으로 어렵습니다.
Study Permit 신청과 함께 학교의 Late Arrival 또는 Deferral 가능성을 확인하는 것이 필요합니다.
캐나다 안 + 같은 DLI + Program/Level Change
기존 Study Permit 상태와 extension 요건을 충족하는 경우, 같은 DLI의 새로운 프로그램을 extension 심사 중 시작할 수 있는 상황이 있을 수 있습니다.
대표적인 예가 같은 대학에서 Bachelor’s에서 Master’s로 진학하는 경우입니다.
캐나다 안 + 다른 Post-Secondary DLI로 변경
일반적인 경우 새로운 DLI에 맞는 Study Permit이 필요하고, Maintained Status만을 근거로 새 학교에서 바로 공부를 시작할 수 있다고 보면 안 됩니다.
13. 최종 핵심 정리
8월 말에 캐나다 대학이나 대학원에서 Late Offer를 받았다는 것만으로 며칠 뒤 시작되는 9월 학기에 바로 들어갈 수 있는 것은 아닙니다.
해외 신규 Study Permit 신청자라면 8월 말 신청으로 9월 초 정상 개강을 기대하기는 현실적으로 어렵습니다.
이미 캐나다에서 Study Permit을 보유하고 있다면 단순히 “Maintained Status가 있는가?”만 물을 것이 아니라 현재 DLI와 새로운 DLI가 같은지를 먼저 확인해야 합니다.

“얼마나 빨리 Study Permit 신청서를 제출할 수 있는가?”
만이 아닙니다.
“현재 어떤 immigration status에 있고, 지금 학교와 새 학교가 같은 DLI인가?”
이 질문이 먼저 확인되어야 합니다.

“I Received a Graduate School Offer in Late August. Can I Still Start in September?”
Late admission offers are not unusual in Canadian university admissions.
An international student may remain on a waiting list throughout the summer and receive a final Letter of Acceptance only in late August, even though the program is scheduled to begin in early September.
By that point, the student may already have prepared financial documents, supporting records and, in some cases, an Upfront Immigration Medical Examination.
The natural question is:
“If I submit my Study Permit application immediately, can I still begin classes in September?”
Other students may ask:
“I have already completed my medical exam. Will that speed things up enough?”
Or:
“I am already in Canada. If I apply to extend my Study Permit and have maintained status, can I start at the new university while IRCC is processing the application?”
These questions sound similar, but the answers can be very different depending on where the student is located, what immigration status the student currently holds and, critically, whether the current and new programs are at the same Designated Learning Institution.
For a typical applicant outside Canada who still requires an initial Study Permit, receiving a final LOA in late August does not provide a realistic basis for assuming that the student can begin a normal early-September semester.
A student who is already in Canada with a Study Permit may be in a different position.
The distinction between changing programs at the same DLI and moving to a different post-secondary DLI is particularly important.
1. What If the Student Is Outside Canada and Does Not Yet Have a Study Permit?
Start with the most common situation.
The student is outside Canada and does not currently hold the Study Permit needed for the proposed studies.
If the final LOA is issued in late August, the student can then proceed with the Study Permit application.
But an important distinction must be made.
Submitting a Study Permit application is not the same as being authorized to study
Submitting an online application does not itself give an international student the legal authority to begin studying in Canada.
A typical applicant requiring an initial Study Permit must complete the applicable IRCC process and obtain the required approval.
For that reason, where a final LOA is not even available until late August, planning on a normal early-September start is generally not realistic.
The immigration application is only one part of the timing issue.
The school's academic deadlines must also be reviewed.
2. Can a Student Simply Request “Urgent Processing”?
A student may be able to assemble a complete application very quickly.
That does not mean IRCC must issue a decision within the few remaining days before the semester begins.
There is an important difference between:
how quickly the applicant can file
and
how quickly IRCC will make a final decision.
The approaching first day of classes does not automatically create a guaranteed expedited Study Permit process.
This is why late-offer cases require academic planning and immigration planning at the same time.
3. What If the School Allows Late Arrival?
A late arrival may sometimes be possible.
However, this is controlled by the institution and the specific academic program.
A lecture-based program may permit a limited late-arrival period.
Other programs may be far less flexible because they include:
mandatory orientation
clinical placements
practicums
laboratory instruction
patient contact
co-op or work components
professional training that must begin on a fixed date
Immigration rules and university academic rules are separate.
A student should never assume that the institution will simply hold the seat indefinitely while the Study Permit is being processed.
A late-offer student should ask the institution about the latest permitted arrival date, mandatory orientation, placement dates, temporary online participation, late-arrival policies and deferral options.
4. Does Maintained Status Allow a Student to Start at a New University?
This is one of the most misunderstood issues.
Maintained status can apply where an eligible temporary resident submits the appropriate application before the existing status expires.
But two questions must be kept separate.
Can the student legally remain in Canada?
Can the student legally begin the new program at the new institution?
These are not always the same question.
Maintained status is not a blanket authorization to begin studies at any new post-secondary DLI.
IRCC's official guidance on changing schools or programs distinguishes between program changes at the same institution and transfers to another post-secondary DLI.
That distinction can determine whether the student can begin the September program while an extension is being processed.
5. Bachelor's to Master's at the Same University
Consider a student who completes a bachelor's degree at University A and is admitted to a master's program at the same University A.
The institution remains the same.
The DLI remains the same.
This should not automatically be analyzed in the same way as a transfer from University A to University B.
Changing the program or level of study at the same DLI
IRCC treats a same-DLI program change differently from a transfer to another DLI.
Examples may include:
Bachelor's degree
→ Master's degree at the same university
Graduate program A
→ Graduate program B at the same institution
Another post-secondary program
→ A new program at the same DLI
The key question is not simply whether the student is moving from undergraduate to graduate studies.
The key question is whether the DLI remains the same
The student's current Study Permit validity and conditions must still be reviewed.
If the new program extends beyond the existing Study Permit expiry date, the student may need to apply for a Study Permit extension.
IRCC's current guidance provides that, in a same-DLI situation where an extension is required for the new program, the student may be able to begin the new program while waiting for the decision on the Study Permit extension, provided the applicable requirements are met.
This is why the following statement would be too broad:
“A student moving from a bachelor's degree to a master's degree must always wait until the new Study Permit is issued before beginning the master's program.”
That is not necessarily correct where the student remains at the same DLI.
6. What Should Be Checked in a Same-DLI Bachelor's-to-Master's Transition?
The analysis should include:
whether the existing Study Permit is still valid
whether the student continues to comply with the permit conditions
when the previous program was completed
when the new program begins
whether both programs are at the same DLI
whether the existing Study Permit covers the duration of the new program
whether an extension is required

A September-start analysis can therefore be completely different for a student staying at the same university.
7. Moving to a Different University Is Different
Now consider a student who completes studies at University A and receives admission to a master's program at University B.
The post-secondary DLI has changed.
The current IRCC rules treat this differently from a same-school program change.
A Study Permit for the new DLI is required
A student changing to another post-secondary DLI generally needs a new Study Permit reflecting the new DLI, normally through the Study Permit extension process.
Importantly, the student generally needs the appropriate Study Permit before beginning studies at the new institution.
The following assumption is therefore generally incorrect:
Study Permit extension submitted
→ maintained status
→ immediate right to begin classes at the new university
Maintained status alone does not normally create that right.
8. Are There Exceptions for Starting at the New DLI Before Approval?
There are limited exceptions.
However, they should not be confused with an ordinary voluntary transfer.
IRCC provides specific circumstances where a student may be able to begin at a new DLI while the extension application is pending.
These can involve situations where the previous DLI, before the student completed the program:
closed
discontinued the program
was placed on a suspension list
lost designated status
Additional conditions apply.
A student who normally graduates from one university and voluntarily chooses another university for graduate study should not assume that these exceptions apply.
9. What About the 60-Day Process for Changing DLIs?
IRCC currently describes a 60-day processing process for eligible Study Permit extension applications involving a change to a new post-secondary DLI.
That is relevant.
But it does not solve an immediate late-August-to-early-September problem.
A student receiving an LOA at the end of August may have only a matter of days before classes begin.
A 60-day process does not mean that the student may simply begin studying at the new institution while waiting.
Processing time and authorization to study are separate legal and practical issues.
10. What Does an Upfront Immigration Medical Examination Actually Do?
Some students prepare in advance by completing an Immigration Medical Examination before submitting the Study Permit application.
This is commonly called an Upfront Immigration Medical Examination or Upfront Medical.
Instead of waiting for IRCC to send medical instructions after the application is filed, the applicant completes the examination in advance with an approved Panel Physician.

An Upfront Medical can be useful
If an immigration medical examination is required, completing it in advance may remove a later step in which IRCC would otherwise request the medical examination and wait for the applicant to complete it.
This may be particularly relevant for health-related or patient-contact programs.
But the effect of an Upfront Medical should not be overstated.
An Upfront Medical does not

An Upfront Medical is one component of application preparation. It is not a substitute for immigration authorization to study.
11. Health and Clinical Graduate Programs Require Additional Attention
Some graduate programs involve much more than classroom instruction.
They may include:
clinical placements
practicums
patient contact
student work placements
co-op components
mandatory orientation
In these cases, medical requirements, permit conditions and potentially work authorization may also need to be reviewed.
This is why completing an Upfront Medical does not necessarily mean that every immigration issue has been addressed.
The structure of the actual academic program matters.
12. What Should Be Reviewed Immediately After a Late Offer?
A late offer should not trigger only one question:
“How quickly can the Study Permit application be filed?”
The student's full immigration position should first be identified.
Is the student inside or outside Canada?
A new overseas applicant and an existing student in Canada start from very different immigration positions.
Does the student currently hold a Study Permit?
If yes, the expiry date and permit conditions matter.
Has the student already completed the previous program?
The timing of program completion may affect the analysis.
Is the new program at the same DLI?
If yes, the same-DLI program or level-change rules may apply.
Is the student moving to a different DLI?
If yes, the new-DLI Study Permit requirements become central.
What is the school's latest arrival date?
The institution may have academic rules that make a late start impossible even if immigration processing eventually succeeds.
Is deferral available?
Where the immigration timeline cannot support the intended start, the student should determine whether the institution can defer admission and issue revised admission documentation.
13. Why “All My Documents Are Ready” Is Not Enough
A Study Permit case is not decided only by how quickly forms can be completed.
Late-offer cases may require review of:
current location
current immigration status
existing Study Permit
permit expiry date
current DLI
proposed DLI
previous program completion
new program start date
late-arrival policy
deferral policy
medical requirements
clinical or practicum components
prior Canadian immigration history
Two students with apparently similar September graduate-school offers may therefore have very different options.
14. Who May Be Able to Start in September — and Who Usually Cannot?
Outside Canada + Initial Study Permit + Late-August LOA
A normal early-September start should generally not be assumed to be realistic.
The student should proceed with the immigration application where appropriate while simultaneously reviewing late-arrival and deferral options with the school.
Inside Canada + Same DLI + Program or Level Change
Depending on the existing Study Permit and extension circumstances, a student may be able to begin the new program at the same DLI while the extension application is pending.
A bachelor's-to-master's transition at the same university is an important example.
Inside Canada + Different Post-Secondary DLI
A student normally requires the Study Permit for the new DLI before beginning studies there.
Maintained status alone should not be treated as automatic authorization to begin at the new institution.
15. Final Takeaway
A late-August admission offer does not mean that simply filing a Study Permit application will automatically allow an international student to begin classes a few days later in September.
For a typical applicant outside Canada who still requires an initial Study Permit, a normal early-September start is generally not something that should be assumed.
For a student already in Canada, the analysis does not end with the question of maintained status.
The critical distinction is often whether the new program remains at the same DLI or requires a transfer to another post-secondary DLI.
A same-DLI program or level change may permit the student to begin the new program while a necessary extension is being processed, depending on the circumstances.
A transfer to a different DLI generally requires the new Study Permit before studies begin at the new institution.
An Upfront Immigration Medical Examination may help complete one part of the application process in advance, but it does not replace a Study Permit or create study authorization.
The most useful first question in a late-offer case is therefore not simply:
“How quickly can I file?”
It is:
“What is my current immigration status, and am I remaining at the same DLI or moving to a new one?”
