캐나다에서 공부하고 있는 학생이라면 해외여행을 준비할 때 가장 먼저 Study Permit 만료일을 확인하는 경우가 많습니다.

그런데 Study Permit이 유효하다고 해서 캐나다행 비행기를 탈 수 있는 여행서류까지 모두 유효한 것은 아닙니다.

실제로 한 미성년 학생이 보호자와 함께 캐나다 밖으로 여행을 다녀온 뒤 다시 캐나다로 돌아오려다가 공항 체크인 과정에서 예상하지 못한 문제를 발견한 사례가 있었습니다.

학생의 Study Permit은 아직 유효했습니다.

하지만 문제는 다른 곳에 있었습니다.

Study Permit과 캐나다로 여행할 때 필요한 여행서류는 서로 역할이 다릅니다.

Study Permit은 외국인이 캐나다에서 일정 기간 공부할 수 있도록 허가하는 문서입니다.

반면 전자여행허가(Electronic Travel Authorization, eTA)는 eTA가 필요한 외국인이 항공편으로 캐나다에 여행하거나 캐나다 공항을 경유할 때 필요한 입국 요건입니다.

IRCC는 국제학생이 캐나다 밖으로 여행한 뒤 다시 입국하려면 유효한 Study Permit 또는 Study Permit 승인 외에도 다음 요건을 충족해야 한다고 안내합니다.

  • 유효한 여권 또는 여행서류
  • 지정교육기관(Designated Learning Institution, DLI) 재학
  • 필요한 경우 유효한 Visitor Visa 또는 eTA

따라서 Study Permit이 유효하다는 사실과 캐나다로 여행하기 위한 eTA 또는 Visitor Visa가 유효하다는 사실은 별도로 확인해야 합니다.

그래서 처음 캐나다에 입국했을 때 별도로 eTA를 신청했다는 기억이 없는 학생이나 부모도 있을 수 있습니다.

eTA는 언제까지 유효한가요?

eTA가 만료되어 있으면 캐나다 공항에서 입국이 거절되는 것인가요?

항공편으로 캐나다에 가는 경우에는 캐나다 도착 후의 입국심사보다 먼저 출발지 공항에서 문제가 발생할 수 있습니다.

IRCC에 따르면 항공사는 캐나다행 비행기 체크인 과정에서 승객의 여권을 스캔하여 유효한 eTA가 있는지를 확인합니다.

eTA가 필요한 사람에게 유효한 eTA가 없다면 캐나다행 비행기에 탑승할 수 없습니다.

따라서 이런 상황을 정확하게 구분할 필요가 있습니다.

항공사에서 비행기 탑승이 되지 않는 것과 캐나다 국경에서 입국이 거절되는 것은 같은 결정이 아닙니다.

이번 사례 역시 Study Permit 자체가 취소되거나 캐나다 입국이 이미 거절된 상황은 아니었습니다.

출발지 공항에서 캐나다행 항공편을 이용하기 위해 필요한 eTA가 유효하지 않은 것이 문제였습니다.

실제로 공항에서 eTA 만료를 알게 됐습니다

이 사례에서 가족은 학생의 Study Permit이 유효했기 때문에 캐나다로 돌아가는 데 큰 문제가 없을 것이라고 생각했습니다.

그러나 공항 체크인 과정에서 eTA가 만료된 사실을 알게 됐습니다.

비행기 출발시간이 가까워지고 있었기 때문에 가족은 공항에서 새로운 eTA를 신청했습니다.

다행히 이 사례에서는 신청 후 비교적 빠르게 승인 이메일이 도착했고 예정된 항공편을 이용할 수 있었습니다.

하지만 이 결과를 모든 eTA 신청에 그대로 적용해서는 안 됩니다.

eTA는 신청하면 항상 몇 분 안에 승인되나요?

그렇지 않습니다.

IRCC는 eTA 처리기간을 일반적으로 수분 내이지만 경우에 따라 며칠이 걸릴 수 있다고 안내하고 있습니다.

대부분의 신청은 빠르게 처리될 수 있지만, 일부 신청은 추가 자료 제출이나 추가 검토가 필요할 수 있습니다.

따라서 이번 사례처럼 공항에서 신청한 뒤 빠르게 승인받은 결과를 기준으로

“eTA가 만료되어 있어도 공항에서 신청하면 된다”

라고 생각하는 것은 위험합니다.

체크인 전에 eTA 승인이 완료되지 않으면 예정된 항공편을 이용하지 못할 수 있습니다.

미성년 학생이면 부모와 같이 여행하니까 괜찮지 않을까요?

부모와 함께 여행한다는 사실만으로 필요한 여행서류 요건이 없어지는 것은 아닙니다.

미성년 학생이 캐나다에서 학교를 정상적으로 다니고 있고 Study Permit도 유효하더라도, 해당 학생에게 필요한 여권과 eTA 또는 Visitor Visa 요건은 별도로 충족해야 합니다.

가족 단위로 움직이더라도 캐나다 이민 신분과 여행서류는 개인별로 확인하는 것이 중요합니다.

특히 부모와 자녀의 Permit 종류가 서로 다르다면 다음 사항을 각각 정리해 두는 것이 좋습니다.

  • 부모의 Work Permit 또는 Study Permit 만료일
  • 자녀의 Study Permit 만료일

eTA나 Visitor Visa가 만료됐어도 예외적으로 돌아올 수 있는 경우가 있나요?

일부 제한적인 예외가 있습니다.

현재 IRCC 안내상 Study Permit 소지자가 미국 또는 생피에르 미클롱만 방문했고, 캐나다에서 허가된 체류기간이 끝나기 전에 돌아오는 경우에는 eTA나 Visitor Visa가 만료됐더라도 재입국이 가능할 수 있습니다.

다만 이것은 모든 해외여행에 적용되는 일반적인 예외가 아닙니다.

한국 등 다른 국가를 방문한 경우와 동일하게 생각해서는 안 됩니다.

또 실제 캐나다 입국 여부는 국경심사관이 전체 입국요건을 검토한 뒤 결정합니다.

Study Permit 연장 신청 중이라면 출국해도 괜찮을까요?

이 부분도 별도로 확인해야 합니다.

IRCC는 Study Permit 연장 신청을 기존 Permit 만료 전에 제출한 사람이 캐나다 밖으로 나갔다가 돌아오는 경우, 다른 입국요건을 충족한다면 캐나다 입국이 가능할 수 있다고 안내합니다.

하지만 Study Permit 연장이 아직 승인되지 않았다면 승인될 때까지 공부할 수 없을 수 있습니다.

따라서 Study Permit 연장 신청 중인 학생은 단순히 eTA나 여권만 확인할 것이 아니라, 출국과 재입국이 현재 학업 신분에 어떤 영향을 줄 수 있는지도 함께 확인해야 합니다.

캐나다 유학생이라면 출국 전에 무엇을 확인해야 할까요?

해외여행을 계획하고 있다면 최소한 다음 사항을 각각 확인하는 것이 좋습니다.

  • 현재 여권이 캐나다 귀국 시점에도 유효한가
  • Study Permit이 유효한가
  • Study Permit 연장 신청이 진행 중인 것은 아닌가
  • 본인의 국적에 eTA와 Visitor Visa 중 어떤 여행서류가 필요한가
  • 현재 eTA 또는 Visitor Visa가 귀국일에도 유효한가
  • 최근 새 여권을 발급받지는 않았는가
  • 새 여권을 발급받았다면 새 eTA가 필요한지 확인했는가
  • 캐나다 학교의 재학상태에 문제가 없는가
  • 캐나다 입국에 영향을 줄 수 있는 다른 변화가 없는가

Study Permit 하나만 확인하고 해외여행 준비가 끝났다고 생각하지 않는 것이 중요합니다.

Study Permit과 eTA는 역할이 다릅니다

이번 사례에서 가장 중요한 부분은 단순히 eTA가 만료됐다는 사실이 아닙니다.

Study Permit과 캐나다 여행에 필요한 문서를 서로 같은 것으로 생각하기 쉽다는 점입니다.

정리하면 다음과 같습니다.

Study Permit은 캐나다에서 공부할 수 있는 허가입니다.

eTA 또는 Visitor Visa는 국적과 여행 방식에 따라 캐나다로 여행하기 위해 필요한 별도의 문서입니다.

그리고 eTA가 있다고 해서 캐나다 입국이 자동으로 보장되는 것도 아닙니다.

IRCC 역시 eTA는 캐나다 입국을 보장하지 않으며, 최종 입국 여부는 캐나다 도착 후 국경서비스청 심사에서 결정된다고 안내합니다.

따라서 캐나다에서 공부 중인 학생이 한국이나 다른 나라로 여행할 예정이라면 출국 전에 다음 세 가지를 따로 확인하는 것이 좋습니다.

공항에서 문제를 발견한 뒤 해결하려 하기보다 여행계획을 세우는 단계에서 미리 확인하는 것이 훨씬 안전합니다.

International students in Canada often check the expiry date of their Study Permit before travelling abroad.

However, a valid Study Permit does not automatically mean that the travel document required to return to Canada is also valid.

In one case, a minor international student travelled outside Canada with a parent and attempted to return to Canada by air.

The student’s Study Permit was still valid.

The problem was something different.

The student’s Electronic Travel Authorization (eTA) had expired.

The issue was discovered during airline check-in at the departure airport.

Why can a student have a valid Study Permit but still be unable to board a flight to Canada?

A Study Permit and a travel document serve different purposes.

A Study Permit authorizes a foreign national to study in Canada for a specified period.

An Electronic Travel Authorization, or eTA, is an entry requirement for visa-exempt foreign nationals travelling to Canada by air or transiting through a Canadian airport.

IRCC currently states that an international student returning to Canada must meet several requirements in addition to holding a valid Study Permit or approval for a Study Permit or extension.

These include:

  • a valid passport or travel document
  • attendance at a designated learning institution
  • a valid Visitor Visa or eTA, depending on which document the traveller requires
  • all other applicable entry requirements

This means that the validity of a Study Permit and the validity of an eTA or Visitor Visa must be checked separately.

Isn't an eTA automatically issued when a Study Permit is approved?

In many cases, yes.

IRCC explains that when it approves a Study Permit or Work Permit for a person who requires an eTA, it will automatically issue the eTA.

This is one reason some international students may not remember submitting a separate eTA application when they first came to Canada.

However, that does not mean the Study Permit and eTA are the same document.

They have different purposes and their validity should not automatically be assumed to be identical.

A student should therefore not rely only on the Study Permit expiry date when planning international travel.

How long is an eTA valid?

According to IRCC, an eTA is generally valid for up to five years or until the passport linked to the eTA expires, whichever comes first.

The eTA is electronically linked to the passport used in the application.

This creates an important practical issue.

If you obtain a new passport, you need a new eTA.

Having an old eTA approval email does not mean that the authorization is automatically transferred to a newly issued passport.

IRCC specifically states that a new eTA is required when a traveller receives a new passport.

If the eTA has expired, does that mean the student will be refused entry at a Canadian airport?

Not necessarily.

For air travel, the problem may arise before the traveller even reaches Canada.

IRCC explains that airline staff scan the traveller’s passport during check-in to confirm that a valid eTA is linked to it.

If a traveller requires an eTA and does not have a valid one, that person will not be able to board the flight.

It is therefore important to distinguish between:

  • being denied boarding by an airline
  • being examined at the Canadian border
  • being refused entry to Canada
  • having a travel-document issue

These are not necessarily the same legal or procedural event.

In this case, the Study Permit itself had not been cancelled and there had not yet been a Canadian border refusal.

The immediate problem was the expired eTA required for air travel to Canada.

What happened in the actual case?

The family believed that the student would have no significant difficulty returning to Canada because the Study Permit was still valid.

During airport check-in, however, they learned that the student's eTA had expired.

With the flight departure approaching, the family submitted a new eTA application at the airport.

Fortunately, in this particular case, the approval email arrived relatively quickly and the student was able to take the scheduled flight.

That outcome should not be treated as guaranteed.

Are eTA applications always approved within minutes?

No.

IRCC currently lists the eTA processing time as usually within minutes, but potentially up to several days.

Most applications may be processed quickly, but some applicants may be required to provide additional documents or undergo additional review.

For this reason, the outcome in this case should not lead travellers to assume:

“If my eTA has expired, I can simply apply at the airport.”

If approval is not received before airline check-in is completed, the traveller may have to miss or change the scheduled flight.

IRCC recommends applying for an eTA before booking travel to Canada.

Does a minor student have different rules when travelling with a parent?

Travelling with a parent does not automatically remove the applicable travel-document requirement.

Even if the minor is enrolled at a Canadian school and holds a valid Study Permit, the student must still satisfy the passport and eTA or Visitor Visa requirements that apply to that individual.

For families in which parents and children hold different types of immigration documents, it is useful to review each family member separately.

This may include:

  • the parent's Work Permit or Study Permit expiry date
  • the child's Study Permit expiry date
  • each family member's passport expiry date
  • the validity of the eTA or Visitor Visa required by each person
  • whether any family member recently obtained a new passport
  • the planned date of return to Canada

Immigration status and travel documents are assessed on an individual basis even when the family travels together.

Can a student return to Canada with an expired eTA or Visitor Visa in any circumstances?

There is a limited exception.

IRCC currently states that a Study Permit holder may be allowed to re-enter Canada with an expired Visitor Visa or eTA if the person:

  • travelled only to the United States or St-Pierre and Miquelon, and
  • returns to Canada before the end of the authorized period of stay.

This is not a general exception for all international travel.

A student returning from Korea or another country should not assume that the same rule applies.

The border services officer must also be satisfied that all applicable entry requirements are met.

What if the Study Permit extension is still being processed?

This requires separate consideration.

IRCC states that a person who applied to extend a Study Permit before it expired may be allowed to enter Canada if all other entry requirements are met.

However, if the Study Permit extension has not yet been approved, the student may not be able to study until the extension is approved.

Students with a pending Study Permit extension should therefore consider not only their passport and eTA or Visitor Visa, but also how travelling outside Canada could affect their ability to continue studying after returning.

What should an international student check before leaving Canada?

Before travelling outside Canada, students should review at least the following:

  • Is the passport valid for the planned return date?
  • Is the Study Permit still valid?
  • Is a Study Permit extension currently pending?
  • Does the traveller require an eTA or a Visitor Visa?
  • Will the eTA or Visitor Visa still be valid on the return date?
  • Has the traveller recently received a new passport?
  • If so, is a new eTA required?
  • Is the student still properly enrolled at the Canadian institution?
  • Has anything else changed that could affect admission to Canada?

A valid Study Permit should not be treated as the only document that needs to be checked before international travel.

Study Permits and travel documents serve different purposes

The key lesson from this case is not simply that an eTA had expired.

The broader issue is that students and families may assume that a valid Study Permit automatically resolves all travel requirements.

It does not.

A Study Permit authorizes study in Canada.

An eTA or Visitor Visa is a separate travel document or entry requirement that may be required to travel to Canada, depending on nationality and mode of travel.

A valid eTA also does not guarantee admission to Canada.

IRCC states that the final admissibility decision is made by a border services officer when the traveller arrives in Canada.

International students planning to travel to Korea or another country should therefore check the following separately before departure:

Passport + Study Permit + eTA or Visitor Visa

It is far better to identify a document problem while planning the trip than at the airport shortly before departure.
