As of January 1, 2026, students entering eligible master's or doctoral degree programs at Canadian public designated learning institutions are exempt from the provincial or territorial attestation letter requirement for Study Permit applications.
Therefore, an applicant admitted to a qualifying doctoral program at a Canadian public university may benefit from this exemption.
However, the PAL/TAL exemption should not be confused with other immigration requirements.
It does not automatically establish financial sufficiency, confirm the spouse's work permit eligibility, or guarantee approval of the principal applicant's Study Permit.
Each relevant requirement must be considered separately.

8. The Most Important Issues in This Consultation Case
This case involves several positive academic and professional factors, including doctoral admission, previous graduate education, relevant professional experience, and university financial support.
However, the immigration assessment cannot be based solely on those positive factors.
For the Study Permit application, important matters include the doctoral admission documents, research and study objectives, previous education, employment history, university funding, and the overall financial arrangement.
For the accompanying spouse's Spousal Open Work Permit application, the review should address the principal applicant's qualifying doctoral program, marriage documentation, the couple's plans for Canada, and the spouse's immigration and residence history.
Where both applications are to be submitted together, their supporting evidence should also be consistent.
The applicants' stated residence plans, financial resources, family circumstances, and relevant dates should not conflict between the two applications.
Although each application is assessed under its own requirements, both applications form part of one family's proposed move to Canada.
A coordinated review can therefore be especially useful where the applicants are living in a third country and must obtain documents from several jurisdictions.
