3. 그렇다면 Study Plan은 왜 중요할까요?

Study Plan은 단순히 캐나다에서 열심히 공부하겠다는 의지를 표현하는 자기소개서가 아닙니다.

신청인이 왜 지금 새로운 학업을 선택했는지, 기존 학력과 경력이 선택한 교육과정과 어떻게 연결되는지, 캐나다에서의 학업이 어떤 전문적 또는 경력상 필요를 충족하는지를 설명하는 자료입니다.

예를 들어 이미 학사학위와 직장경력을 가진 신청인이 캐나다의 컬리지 과정에 입학한다면, 기존 경력과 새로운 교육과정 사이의 관계가 명확하지 않을 수 있습니다.

이러한 경우 Study Plan에서는 단순히 캐나다 교육의 우수성을 설명하는 것보다 현재 직업과 학업목표를 바탕으로 선택한 과정의 필요성을 설명하는 것이 중요합니다.

기존 학력보다 낮은 수준의 과정에 진학하는 경우

전공을 변경하거나 오랜 학업 공백이 있는 경우

공학을 전공한 신청인이 경영이나 보건 관련 분야로 진학하거나, 장기간 직장생활을 한 후 다시 학업을 시작하는 경우도 있습니다.

이때 전공 변경이나 학업 공백 자체가 자동적인 거절 사유인 것은 아닙니다.

배우자 또는 자녀와 함께 캐나다에 가는 경우

가족 동반 신청에서는 주신청자의 학업 목적과 함께 가족 전체의 체류계획 및 재정능력도 검토해야 합니다.

배우자가 함께 신청한다는 사실만으로 학생비자가 거절되는 것은 아닙니다.

5. 2026년 재정증빙 기준 인상과 Study Plan의 관계

Study Permit 심사에서 재정능력은 학업 목적과 별도로 중요한 요건입니다.

6. 캐나다 이민을 희망한다고 쓰면 학생비자가 거절될까요?

Study Permit 신청인이 장기적으로 캐나다에서 취업하거나 영주권을 취득하는 데 관심이 있을 수 있습니다.

8. 학교를 바꾸려는 경우에도 주의해야 합니다

2024년 11월부터 시행된 규정에 따라 캐나다 내 고등교육기관을 다른 지정교육기관(DLI)으로 변경하려는 학생은 일반적으로 새로운 Study Permit을 신청해야 합니다.

과거처럼 단순히 학교 변경 사실을 알리는 것만으로 충분하다고 생각해서는 안 됩니다.

학교가 폐쇄되었거나 과정이 중단되는 등 일부 예외적인 상황에는 별도 규정이 적용될 수 있습니다.

9. Study Plan 작성에서 피해야 할 대표적인 문제

학업계획서는 긴 문장이나 전문적인 영어 표현을 많이 사용한다고 해서 반드시 유리해지는 서류는 아닙니다.

Canada's International Student Program has undergone substantial changes in recent years. The government has introduced or strengthened measures concerning international student intake, letters of acceptance, institutional compliance, financial requirements and changes between educational institutions.

Not every development has made it more difficult to study in Canada. For example, beginning January 1, 2026, eligible master's and doctoral students at public designated learning institutions (DLIs) are exempt from the provincial or territorial attestation letter (PAL/TAL) requirement.

Nevertheless, admission to a Canadian educational institution and approval of a Study Permit are two separate decisions.

This article examines important Study Permit rules applicable in 2026, explains how a Study Plan can support an application, and identifies common mistakes that applicants should avoid.

1. What Has Changed for Canadian Study Permits in 2026?

The Canadian government has implemented several reforms aimed at strengthening the integrity and administration of the International Student Program.

2. Why Can a Study Permit Be Refused Despite University Admission?

A Letter of Acceptance (LOA) from a Canadian university or college is an essential document for many Study Permit applications.

However, the school's admission process and IRCC's immigration assessment serve different purposes.

An educational institution determines whether the applicant satisfies its academic admission requirements.

IRCC considers whether the applicant meets the requirements for temporary residence and authorization to study in Canada.

According to IRCC, reasons for Study Permit refusal may include:

  • Not having a valid Letter of Acceptance.
  • Failing to demonstrate sufficient financial resources.
  • Not meeting required medical examination conditions.
  • Failing to satisfy an officer that the primary purpose of the visit is to study.
  • Failing to satisfy an officer that the applicant will leave Canada at the end of the authorized study period.

3. Why Is a Study Plan Important?

A Study Plan should not be understood merely as a personal essay about a desire to study abroad.

Its purpose is to explain why the applicant has chosen a particular educational program, how that program relates to previous education or professional experience, and what genuine academic or career need the proposed studies will address.

For example, someone who already holds a bachelor's degree and has several years of work experience may decide to enter a Canadian college program.

The academic rationale may not be immediately apparent from the application forms alone.

In that situation, an explanation connecting the applicant's current occupation, professional development needs, and the chosen program may help clarify the purpose of study.

Similarly, an applicant who plans to pursue a master's or doctoral degree in a related field may be able to explain how previous research experience connects with the intended graduate studies.

However, it is important to distinguish between the usefulness of a Study Plan and the applicable documentary requirements.

There is no universal rule requiring every Study Permit applicant to submit a separate document bearing the identical title and format of “Study Plan.”

The required documents depend on the particular application, location and applicable IRCC instructions.

The central issue is whether the submitted application adequately and consistently explains the applicant's genuine purpose of study.

4. When Might a Detailed Study Plan Be Particularly Useful?

Not every applicant's educational circumstances can be explained through the same template.

Additional explanation may be particularly valuable in situations such as the following.

Studying at a Lower Academic Level

An applicant with an existing bachelor's or master's degree may wish to pursue a Canadian diploma or college program.

This choice is not automatically inappropriate.

However, the applicant should be able to explain the professional skills or specialization being sought and why the chosen program is relevant despite the previous qualification.

Changing Fields or Returning to Education After a Long Gap

A student may decide to move from engineering into business, healthcare, or another discipline.

Another applicant may return to formal education after several years of full-time employment.

A change of academic direction or a long study gap is not, by itself, an automatic ground for refusal.

Nevertheless, the reasons for changing fields, the connection with prior experience and the applicant's intended professional development may warrant a clearer explanation.

Applying with a Spouse or Children

An applicant intending to bring accompanying family members should also consider the family's proposed stay and financial arrangements.

Family accompaniment does not automatically prevent Study Permit approval.

However, the student's study objectives, the family's proposed residence arrangements, the financial evidence and the information provided across the family members' applications should be consistent.

5. The 2026 Financial Requirements and Their Relationship to the Study Plan

Financial capacity is a separate and important requirement for Study Permit eligibility.

IRCC expects applicants to show that they can afford tuition, living expenses for themselves and accompanying family members, and transportation expenses without relying on employment in Canada.

For applications submitted on or after September 1, 2026, the annual living expense thresholds outside Quebec are:

A written explanation does not replace objective proof of available funds.

Since late 2023, the Letter of Acceptance verification framework has required educational institutions to confirm the authenticity of admissions-related documentation submitted in connection with Study Permit applications.

Additional compliance measures introduced in 2024 require post-secondary institutions to report the enrolment status of international students to IRCC.

These measures are intended to address issues such as fraudulent admission documents and discrepancies involving student enrolment.

They do not mean that IRCC introduced a new universal scoring system for Study Plans in 2026.

Nevertheless, in an environment of stronger documentary verification, applicants should take particular care that their application forms, admission details, educational history and written explanations accurately reflect the same facts.

8. Changing Educational Institutions Requires Careful Planning

Rules that took effect in November 2024 changed the requirements for international students wishing to move between post-secondary designated learning institutions.

Generally, a student changing to another DLI must apply for a new Study Permit.

Applicants should not assume that notifying IRCC of a school change is always sufficient.

Certain exceptional situations, such as institutional closure or program discontinuation, may be subject to specific rules.

This is another reason to assess the selected institution and program carefully when preparing the initial Study Permit application.

Students should understand the program's academic content, duration, location and suitability for their educational objectives before committing to it.

9. Common Study Plan Mistakes to Avoid

A Study Plan is not necessarily stronger because it contains more pages or uses sophisticated English.

Accuracy, relevance and consistency are more important than elaborate language.

Applicants should be cautious about the following problems:

  • Repeating general promotional statements about Canada's education system without explaining the individual academic purpose.
  • Failing to explain why a specific institution or program was chosen.
  • Providing an unclear connection between previous qualifications, employment and the proposed studies.
  • Emphasizing future employment or permanent residence while giving insufficient attention to academic objectives.
  • Referring to financial support that is not supported by actual documentation.
  • Describing previous refusals or immigration history inconsistently.
  • Reusing generic internet templates or AI-generated statements without verifying their accuracy.

AI-assisted drafting creates particular risks when it introduces educational achievements, professional experience, research activities or financial information that do not exist.

An essential principle: A strong Study Plan does not create new facts. It explains the applicant's genuine educational purpose using the academic, professional, admission and financial evidence already available.

10. Study Permit Application Checklist for 2026

Before submitting a Study Permit application, applicants should review the following matters:

  • Is the chosen school an eligible DLI?
  • Does the Letter of Acceptance accurately state the program and start date?
  • Is a PAL/TAL required, or does an exemption apply?
  • Does the financial evidence meet the applicable 2026 requirements?
  • Is there a reasonable relationship between previous education, professional experience and the chosen program?
  • Are the arrangements for accompanying family members consistent?
  • Have all previous immigration refusals and relevant residence history been accurately disclosed?
  • Does the Study Plan agree with the application forms and supporting documents?
  • Have the rules concerning school changes or deferrals been considered?

Applicants relying on previously prepared document checklists should ensure those lists are still consistent with current IRCC requirements.

A template created under older rules may not adequately reflect the financial thresholds or documentary requirements applicable in 2026.
