캐나다 학생비자(Study Permit)를 신청할 때 제출하는 **입학허가서, Letter of Acceptance(LOA)**는 이제 단순히 신청인이 PDF 한 장을 올리는 서류가 아닙니다.
IRCC는 제출된 LOA를 해당 학교, 즉 **DLI(Designated Learning Institution, 지정교육기관)**를 통해 직접 검증합니다. 현재 DLI는 검증 결과로 Verified – Matched, Cancelled, Verified – No Match 가운데 하나를 선택하도록 되어 있습니다.
핵심은 이것입니다. “Verified – No Match”가 나왔다고 그 순간 허위진술(misrepresentation)이 확정되는 것은 아닙니다. 그러나 officer의 추가 검토와 procedural fairness 절차로 이어질 수 있기 때문에 가볍게 볼 수 있는 결과도 아닙니다.

‘Verified – No Match’는 정확히 무슨 뜻인가요?
IRCC의 현재 LOA 검증 안내에 따르면 DLI가 선택할 수 있는 대표 상태는 다음 세 가지입니다.
Verified – Matched
제출된 문서가 유효하고, 해당 학교의 신청인 또는 재학생 기록과 일치하는 경우입니다.
Cancelled
문서가 만료됐거나 학교에서 더 이상 유효하지 않다고 취소한 경우입니다. 예를 들어 입학연기(deferral), 철회 또는 미등록이 관련될 수 있습니다.
Verified – No Match
제출된 문서가 유효한 입학문서로 인정되지 않거나, 해당 DLI가 발급한 문서가 아니거나, 해당 학교의 신청인·재학생 기록과 연결되지 않는 경우입니다.
IRCC 안내상 DLI는 검증 요청을 받은 뒤 10일 기한 안에 대응해야 합니다. 후보자 이름이나 생년월일 등에 경미한 오류가 있는 경우에는 그 기한이 끝나기 전에 LOA Portal mailbox에 연락할 수도 있습니다.
No Match가 나오면 바로 학생비자가 거절되나요?
아닙니다. 자동 거절이라고 이해하면 정확하지 않습니다.
IRCC가 2026년에 공개한 자료에 따르면 2025년에는 368,000건이 넘는 LOA가 검증됐고 약 4,900건이 “no-match”로 표시됐습니다. 모든 no-match 사건은 officer가 추가 검토하며, 신청에 대한 결정을 내리기 전에 procedural fairness가 제공됩니다.
더 중요한 수치가 있습니다.
2025년 no-match 사건 가운데 약 35%는 새로운 LOA를 요청하고 다시 검증하는 과정에서 DLI와 일치하는 것으로 확인됐습니다. IRCC는 최초 no-match의 상당수가 신청인 또는 DLI의 오류에서 발생했다고도 설명합니다.
No Match는 결론이라기보다 심각한 검증 신호에 가깝습니다. 문제는 왜 일치하지 않았는지를 설명하지 못하거나, 허위·변조된 문서가 관련된 것으로 판단되는 경우입니다.
실제 학교에 합격했는데도 No Match가 나올 수 있나요?
가능합니다.
“학교에 진짜 합격했다”는 사실과 IRCC에 실제 제출된 LOA가 학교 기록과 정확히 일치한다는 것은 서로 다른 문제일 수 있기 때문입니다.
이런 상황을 먼저 확인해야 합니다
- 학교에서 새 LOA를 발급했는데 신청서에는 예전 LOA가 올라간 경우
- 입학연기(deferral) 후 기존 LOA가 취소된 경우
- 프로그램이 변경된 경우
- 캠퍼스 또는 입학 시작일이 변경된 경우
- 신청인 정보와 학교 기록에 경미한 차이가 있는 경우
- 유학원 또는 제3자가 잘못된 버전의 LOA를 제출한 경우
- 학교가 발급하지 않은 문서이거나 문서 자체가 변조된 경우
따라서 “나는 실제 학생인데 왜 문제가 생겼지?”라고만 볼 것이 아니라 정확히 어떤 파일이 IRCC에 제출됐는지를 먼저 확인해야 합니다.
PFL은 왜 LOA 문제에서 중요할까요?
PFL은 Procedural Fairness Letter의 약자로, 심사관이 불리한 결정을 내리기 전에 신청인에게 우려사항을 알리고 설명이나 증빙을 제출할 기회를 주는 절차입니다.
2026년 IRCC의 Management Response and Action Plan에서는 LOA 관련 잠재적 허위진술 사건을 담당하는 기능을 중앙집중화하고, 2026년 9월까지 관련 표준운영절차와 중앙 검증 기능을 시행·모니터링하는 계획을 제시했습니다. 또한 이 중앙 기능이 no-match 사건에 대한 procedural fairness letters 발송을 담당하게 될 수 있다고 명시하고 있습니다.
따라서 2026년 9월의 변화는 LOA 검증을 새로 시작한다는 의미가 아닙니다. 핵심은 이미 존재하는 검증 체계에서 No Match와 잠재적 misrepresentation 사건의 후속조치를 더 중앙집중적으로 처리한다는 데 있습니다.
IRCC는 2023년 12월부터 LOA를 DLI와 직접 검증하고 있다고 설명합니다.
PFL을 받으면 새 LOA만 보내면 될까요?
사건에 따라 충분하지 않을 수 있습니다.
먼저 PFL이 무엇을 문제 삼는지 구분해야 합니다.
1. 단순 확인 실패인지 확인합니다
현재 LOA가 학교에서 확인되지 않았다는 의미인지 봅니다.
2. 학교가 발급 사실을 부인한 것인지 확인합니다
학교 측 기록에 해당 문서 자체가 없다는 것인지 구분해야 합니다.
3. 문서 진위가 문제인지 확인합니다
심사관이 altered, fraudulent 또는 misrepresentation 가능성을 언급하고 있는지 확인합니다.
이 세 상황은 대응의 무게가 다릅니다.
실제로 가장 먼저 해야 할 4가지 대조

현재 가지고 있는 최신 파일이 아니라 신청 당시 실제 업로드된 파일을 확인합니다.
2. 학교가 현재 유효하다고 보는 LOA

프로그램, 캠퍼스, 시작일, 학생번호 등 학교가 보유한 정보와 비교합니다.
4. 신청서에 기재된 정보
학교명, DLI 정보, 프로그램, 캠퍼스, 입학 예정일 등을 LOA와 대조합니다.
최신 LOA를 현재 가지고 있다는 사실만으로는 충분하지 않습니다. IRCC가 실제로 어떤 파일을 받았는지가 더 중요합니다.
유학원이나 대리인이 제출했다면 무엇을 봐야 하나요?
“대리인이 실수했습니다”라는 설명만으로는 충분하지 않을 수 있습니다.
다음과 같은 객관적인 기록을 확보하는 것이 중요합니다.
- 신청인이 대리인에게 전달한 LOA
- 전달한 날짜가 보이는 이메일 또는 메시지
- 신청 전 검토했던 최종 서류
- IRCC에 실제 업로드된 LOA
- 학교가 발급한 각 LOA 버전
- Deferral 기록
- Program 또는 campus 변경 기록
- 학교와 주고받은 이메일
- 신청 제출 시점의 파일 기록
기록은 시간순으로 정리하는 것이 좋습니다

No Match와 Misrepresentation은 같은 것인가요?
같은 의미가 아닙니다.
No Match
LOA의 검증 결과입니다.
Misrepresentation
이민법상 별도의 판단이 필요한 문제입니다.
따라서 Verified – No Match라는 상태만으로 신청인이 허위진술을 했다고 자동 판단되는 것은 아닙니다.
다만 불일치의 원인이 허위·변조 문서 또는 중요한 사실의 잘못된 제출과 관련되어 있다고 판단되면 문제는 훨씬 심각해질 수 있습니다.

Verified – No Match는 자동적인 학생비자 거절이나 허위진술 확정을 의미하지 않습니다.

하지만 PFL에서 LOA의 진위, 발급 경위 또는 misrepresentation 가능성이 제기됐다면 단순한 서류보완 문제로 취급해서는 안 됩니다.

Canada Study Permit LOA “Verified – No Match”: What Should You Check If You Receive a PFL?
A Letter of Acceptance (LOA) submitted with a Canadian study permit application is no longer simply a PDF uploaded by the applicant.
IRCC verifies acceptance documents directly with the relevant Designated Learning Institution (DLI). Current verification options include Verified – Matched, Cancelled and Verified – No Match.
The key point is that “Verified – No Match” does not automatically establish misrepresentation. However, it can lead to further officer review and procedural fairness, so it should not be treated as a minor administrative issue.
What does “Verified – No Match” mean?
Verified – Matched
The submitted document is valid and can be matched to an applicant or current student in the DLI’s records.
Cancelled
The document has expired or has been cancelled because it is no longer valid, including situations involving deferral, withdrawal or failure to enrol.
Verified – No Match
The submitted document is not accepted as valid, was not issued by the DLI, or cannot be matched to an applicant or current student at that institution.
DLIs are expected to complete the verification within the applicable 10-day deadline. Minor errors in candidate information may be raised with the LOA Portal mailbox before that deadline expires.
Does No Match automatically mean refusal?
No.
IRCC reported that more than 368,000 LOAs were verified in 2025 and approximately 4,900 were flagged as no-match.
All no-match cases are further reviewed by an officer, and procedural fairness is offered before a decision is made.
Approximately 35% of 2025 no-match cases were resolved after IRCC requested a new LOA, reverified it and confirmed a match with the DLI. IRCC also stated that many initial no-match results arose from applicant or DLI error.
A No Match result is therefore better understood as a serious verification signal rather than a final legal conclusion.
Can a genuine student still receive a No Match result?
Yes.
A student may genuinely have been admitted while the specific LOA uploaded with the immigration application does not correspond with the institution’s current records.
Possible causes include:
- An older LOA being uploaded after a new version was issued
- A deferral that caused the previous LOA to be cancelled
- A program or campus change
- A different start date
- Minor inconsistencies in candidate information
- The wrong document being submitted by an agent or third party
- A document that the institution did not issue or that was altered
The important question is not only whether the applicant was genuinely admitted.
The exact LOA that IRCC received must be identified.
Why is a Procedural Fairness Letter important?
A Procedural Fairness Letter (PFL) gives an applicant an opportunity to address concerns before an adverse immigration decision is made.
IRCC’s 2026 Management Response and Action Plan describes the centralization of teams responsible for potential LOA-related misrepresentation concerns and a plan to update procedures and implement the centralized verification function by September 2026. It also states that the centralized function may issue procedural fairness letters in cases where an LOA result is no-match.
September 2026 does not mark the beginning of LOA verification itself.
IRCC has been systematically verifying LOAs directly with DLIs since December 2023.
The 2026 development concerns stronger and more centralized follow-up after verification concerns arise.
Is sending a new LOA enough?
Not necessarily.
The response depends on the concern actually raised in the PFL.
An unverifiable LOA
This may require clarification and a currently valid LOA.
A document the DLI says it did not issue
This raises a different and potentially more serious concern.
Possible alteration, fraud or misrepresentation
The response may need to explain the full documentary history and address the officer’s concern directly.
Four records that should be compared first
1. The LOA actually submitted to IRCC
Do not assume that the newest LOA on the applicant’s computer is the one that was filed.
2. The LOA the DLI currently considers valid
Confirm the institution’s current record.
3. The DLI’s internal applicant or student information
Review the program, campus, start date and other relevant institutional information.
4. The information in the study permit application
Compare the institution, DLI details, program, campus and intended start date with the LOA and school record.
What matters is not simply what document the applicant possesses today, but what document IRCC actually received.
What if an agent or representative submitted the application?
Simply saying that an agent made an error may not resolve the concern.
Useful records may include:
- The LOA sent by the applicant to the representative
- Emails or messages showing when it was sent
- Copies of the application reviewed before submission
- The LOA actually uploaded to IRCC
- Every LOA issued by the institution
- Deferral records
- Program or campus change records
- Correspondence with the DLI
A chronological record is often useful:
Original admission → LOA issuance → deferral or change → new LOA → document sent to representative → study permit submission → DLI verification → PFL
This can help identify where the discrepancy occurred.
Is No Match the same as misrepresentation?
No.

A document-verification result.
Misrepresentation
A separate immigration-law determination.
A Verified – No Match result therefore does not automatically mean that the applicant committed misrepresentation.
However, if the discrepancy involves a false or altered document or materially inaccurate information, the consequences can be much more serious.

Bottom line
“Verified – No Match” does not automatically mean refusal or a completed finding of misrepresentation.
IRCC’s own 2025 data shows that some no-match cases were ultimately resolved through a new LOA and renewed verification.
At the same time, a PFL involving LOA authenticity or potential misrepresentation should not be treated as a routine request for an additional document.
The starting point should be a careful reconstruction of the application record, the exact LOA submitted to IRCC and the DLI’s current records.
