My PGWP Was Shortened Because My Passport Expired. Can I Extend It After Renewing My Passport?

Some international graduates expect a longer Post-Graduation Work Permit (PGWP) but receive a permit that expires much earlier. A common reason is straightforward: the passport used for the PGWP application expired before the end of the period for which the applicant could otherwise have been eligible.

The key is to distinguish the general rule that a PGWP is not routinely renewable from the specific situation in which IRCC shortened the original PGWP because of passport validity.

IRCC currently states that if a passport expires before the full duration of PGWP eligibility, the work permit will only be issued until the passport expiry date. After obtaining a new passport that is valid for the remaining eligible period, the holder may apply to extend the PGWP.

Confirm why the original PGWP was shortened

Before filing anything, review the existing permit and the original application record. IRCC indicates that a passport-related limitation should normally be noted on the initial PGWP.

You should also assemble the old passport, the new passport, the current PGWP, proof of completion of the eligible program, the original PGWP application and relevant IRCC correspondence. If two programs were combined for PGWP purposes, keep the completion documents for both.

The central question is not simply whether the new passport is valid for another three years. It is whether the applicant would originally have qualified for a longer PGWP if passport validity had not limited issuance.

A renewed passport does not automatically create a three-year PGWP entitlement

PGWP validity depends on the applicable program rules, the level and duration of study, any permitted combination of programs and passport validity.

For example, certain master's degree graduates may qualify for a three-year PGWP even where the master's program was less than two years, provided the applicable requirements are met. That rule does not automatically apply to certificate or diploma programs.

Accordingly, calculate the original period of eligibility first and then compare it with the period already granted.

A passport-expiry PGWP extension must be filed on paper

This procedural point is easy to miss. IRCC's current PGWP instructions state that an applicant extending a PGWP because the passport expired before the end of the full eligible period must submit a paper application.

The application should clearly explain that it is not a request for a new discretionary period of post-graduation work authorization. It is a request for the balance of the PGWP validity that could not initially be issued because of passport expiry.

Do you need to submit new language test results?

Most new PGWP applicants have been subject to language requirements since November 1, 2024. However, IRCC specifically states that proof of language ability is not required when extending a PGWP because the passport expired before the end of the full PGWP validity for which the person was eligible.

This is another reason to characterize and document the application correctly.

Timing and maintained status still matter

Do not assume that renewing the passport solves the immigration-status issue by itself. If the current PGWP is approaching expiry, the timing of the extension application can affect temporary resident status and work authorization.

An eligible worker who properly applies to extend or change the conditions of a work permit before it expires may benefit from maintained status. Paper applications also involve different proof-of-authorization mechanics from online applications; for example, an online WP-EXT letter is not issued for a paper filing.

Where possible, a graduate whose passport will expire too soon should consider renewing the passport before the initial PGWP application. If the PGWP has already been shortened, the passport renewal and immigration filing timelines should be managed together rather than waiting until the last days of the permit.

Common mistakes

A frequent mistake is assuming that every PGWP is absolutely non-extendable. Routine PGWP renewal is not available merely because a graduate wants more time, but IRCC recognizes the passport-expiry situation separately.

The opposite mistake is assuming that a new passport automatically guarantees the requested additional period. The applicant still needs to establish the original PGWP eligibility period and show that passport validity was the reason the initial permit ended early.

Finally, PGWP timing should not be managed in isolation from permanent residence planning. A shortened permit may affect the time available to accumulate qualifying Canadian work experience, improve an Express Entry profile, pursue a provincial nomination or transition to another employer-supported work permit.

Practical conclusion

If your PGWP was shortened specifically because your passport expired, you may be able to apply for the remaining eligible period after obtaining a new passport. Confirm the original eligibility period, the reason for the shortened permit, the validity of the new passport and the correct paper-filing procedure before applying.
