워크퍼밋 승인됐는데 종이 Permit이 아직 안 왔다면 일을 시작해도 될까요?
캐나다 안에서 Work Permit을 연장하거나 새 Work Permit을 신청하고 몇 달을 기다리던 중 IRCC 온라인 계정에 드디어 승인 메시지가 들어왔습니다.
신청 상태도 Approved로 바뀌었습니다.
그런데 우편함을 확인해보니 실제 종이 Work Permit은 아직 오지 않았습니다.
이럴 때 가장 현실적인 질문은 이것입니다.
“내일부터 출근해도 되는 걸까요, 아니면 종이 Permit을 받을 때까지 기다려야 하나요?”
현재 IRCC 안내상 캐나다 내 Work Permit 신청이 승인되어 온라인 계정에 승인 note가 발급됐다면 종이 Work Permit이 우편으로 도착할 때까지 기다리지 않고 일을 시작할 수 있습니다.
핵심은 종이 Permit이 손에 있는가가 아니라, IRCC가 Work Permit 신청을 실제로 승인했고 온라인 계정에 그 승인 note가 발급됐는가입니다.
다만 이 답은 모든 “승인 레터”에 똑같이 적용되는 것이 아닙니다.
특히 캐나다 안에서 신청한 경우, 해외에서 신청한 경우, maintained status로 일하고 있던 경우, 고용주를 변경하는 경우를 서로 구분해야 합니다.

캐나다 안에서 신청했다면 승인 note가 중요합니다
IRCC는 캐나다 내 Work Permit 신청이 승인되면 신청인의 IRCC secure account에 decision letter 또는 approval note를 보냅니다.
현재 공식 안내에는 다음 취지가 명확하게 적혀 있습니다.
승인 note를 받는 즉시 일을 시작할 수 있으며, Work Permit이 우편으로 도착할 때까지 기다릴 필요가 없습니다.
Work Permit을 연장하거나 조건을 변경한 사람에게도 IRCC는 같은 취지의 안내를 하고 있습니다. 새 Permit이 승인되면 온라인 계정에 승인 note가 들어오며 그때부터 일을 시작할 수 있다고 설명합니다.
그래서 다음 세 시점을 구분하면 이해하기 쉽습니다.
1. 신청만 한 상태
아직 Work Permit 신청이 pending입니다.
이 단계에서는 기존 Permit의 유효 여부, maintained status가 있는지 등을 따로 봅니다.
2. 온라인 승인이 난 상태
IRCC가 신청을 승인했고 온라인 계정에 승인 note가 들어왔습니다.
이 단계부터는 해당 승인에 따라 일을 시작할 수 있는 경우가 있습니다.
3. 종이 Work Permit을 우편으로 받은 상태
실제 Permit 원본이 캐나다 주소로 배달됩니다.
2번과 3번 사이에 시간차가 생길 수 있지만, 캐나다 내 신청의 경우 3번까지 무조건 기다려야 하는 것은 아닙니다.
“Approved”라고 화면에 뜨기만 하면 충분한가요?
가능하면 단순한 status 표시만 보는 것보다 IRCC secure account 안의 실제 decision letter 또는 approval note를 확인하는 것이 좋습니다.
회사 HR에게 근무 가능 여부를 설명해야 할 수도 있기 때문입니다.
신청번호나 온라인 화면의 진행상태만 보여주는 것보다 IRCC가 해당 Work Permit 신청을 승인했다는 공식 note가 훨씬 명확합니다.
또 승인 note를 받은 뒤에는 새 Work Permit에 어떤 조건이 적용되는지도 확인해야 합니다.
예를 들어 Open Work Permit인지, 특정 고용주에게만 일할 수 있는 employer-specific Work Permit인지에 따라 실제 근무범위가 달라질 수 있습니다.
종이 Permit이 없는데 회사에서 괜찮다고 할까요?
실무에서는 이 부분에서 회사 HR과 근로자의 이해가 엇갈리는 경우가 있습니다.
근로자는 IRCC 승인을 확인했는데 회사에서는 “새 Permit 사본이 있어야 출근시킬 수 있다”고 말할 수 있습니다.
여기에는 두 가지 문제가 있습니다.
이민법상 근무권한
IRCC의 현재 공식 안내는 캐나다 내 Work Permit 신청이 승인되어 approval note가 발급되면 종이 Permit의 우편 도착을 기다리지 않고 일을 시작할 수 있다고 설명합니다.
회사 내부 HR 절차
회사는 기록관리나 내부 compliance 목적으로 종이 Permit의 사본을 추후 요구할 수 있습니다.
이것은 회사의 행정절차입니다.
따라서 회사에서 실제 Permit 사본을 요청한다면 approval note와 IRCC 공식 안내를 먼저 제공하고, 종이 Permit이 도착한 뒤 최종 사본을 제출하는 식으로 처리할 수 있는지 확인해볼 수 있습니다.
Maintained status로 일하던 사람은 무엇이 달라지나요?
이 부분이 특히 중요합니다.
기존 Work Permit이 만료되기 전에 연장 또는 조건변경 신청을 제출한 사람은 일정한 조건을 충족하면 심사 중에도 기존 조건으로 계속 일할 수 있습니다.
이를 흔히 maintained status라고 부릅니다.
IRCC는 paper application으로 연장 또는 조건변경을 한 경우에도 기존 Permit이 만료되기 전에 신청했다면 기존 조건으로 계속 일할 수 있으며, 고용주에게 신청서 사본, 수수료 납부증빙, 우편 추적자료 등을 보여줄 수 있다고 안내합니다.
하지만 여기에서도 시점을 구분해야 합니다.
심사 중
기존 Work Permit을 기준으로 근무권한을 판단합니다.
새 Permit 승인 후
새롭게 승인된 Work Permit의 조건을 기준으로 근무해야 합니다.
즉 새 Permit이 승인된 뒤에도 계속 과거 Permit의 조건만 보고 있으면 안 됩니다.
새 Work Permit 조건이 기존 Permit과 다를 수 있습니다
IRCC는 Work Permit 연장 또는 조건변경 신청이 승인되면 다음과 같은 새로운 조건이 붙을 수 있다고 안내합니다.
- 어떤 종류의 일을 할 수 있는지
- 어떤 고용주를 위해 일할 수 있는지
- 어디에서 일할 수 있는지
따라서 “승인됐으니 출근하면 된다”에서 한 번 더 확인해야 할 부분은 정확히 어떤 조건으로 승인됐는가입니다.
예를 들어 기존에는 Employer A를 위해 일하던 사람이 Employer B의 새 job offer로 Work Permit을 신청했다면, 어떤 시점부터 Employer B에서 실제로 일할 수 있는지는 승인내용이나 별도의 interim work authorization 여부에 따라 달라질 수 있습니다.
고용주를 바꾸는 신청을 했다면 신청만으로 새 회사에서 일할 수 있나요?
자동으로 그렇지는 않습니다.
IRCC에는 캐나다 안에서 employer-specific Work Permit을 가진 사람이 고용주 또는 직무를 변경하는 새 Work Permit 신청을 낸 뒤, 심사 중 새 고용주를 위해 일할 수 있도록 별도의 authorization을 요청하는 절차가 있습니다.
신청인이 web form을 통해 요청한 뒤 IRCC로부터 새 고용주를 위해 일할 수 있다는 별도 이메일을 받아야 하는 경우가 있습니다.
IRCC는 이 이메일이 Work Permit 자체는 아니지만, 새 Permit을 처리하는 동안 근무할 수 있는지 알려주는 authorization이라고 설명합니다.
따라서 이런 상황에서는 서로 다른 세 가지 문서를 구분해야 합니다.
기존 Work Permit
현재 또는 과거에 적용되던 근무조건을 보여줍니다.
Interim work authorization 이메일
새 고용주 또는 직무를 위한 신청을 심사하는 동안 일할 수 있도록 허용하는 경우 사용하는 별도의 authorization입니다.
새 Work Permit 승인 note
Work Permit 신청 자체가 최종 승인됐음을 보여줍니다.
해외에서 Work Permit을 신청해서 받은 승인레터도 같은가요?
아닙니다.
이 부분은 반드시 구분해야 합니다.
해외에서 Work Permit을 신청해 승인받은 사람은 일반적으로 Port of Entry Letter of Introduction, 즉 POE Letter of Introduction을 받습니다.
IRCC는 이 서류가 실제 Work Permit이 아니라고 명확하게 설명합니다.
해외 신청자가 받은 POE Letter of Introduction만으로는 일을 시작할 수 없습니다.
실제 Work Permit은 일반적으로 캐나다에 도착하여 입국절차를 거칠 때 발급됩니다.
따라서 캐나다 안에서 신청해서 받은 approval note와 해외에서 신청해서 받은 POE LOI는 이름이 비슷해 보여도 법적 역할이 다릅니다.
해외에서 승인된 사람이 이미 캐나다 안에 있다면 어떻게 하나요?
IRCC는 해외 신청절차로 Work Permit을 신청하여 POE Letter of Introduction을 받았는데 이미 캐나다에 있는 경우, 단순히 그 레터만 가지고 일을 시작할 수 없다고 안내합니다.
현재 IRCC 안내에서는 이런 경우 캐나다를 나갔다가 입국절차를 통해 Permit을 활성화해야 할 수 있다고 설명하며, 미국 또는 Saint-Pierre-et-Miquelon을 통한 일부 재입국 방식에는 제한도 명시하고 있습니다.
따라서 “승인됐으니까 캐나다 안에서 바로 출근하면 되겠지”라고 단순하게 보면 안 됩니다.
종이 Work Permit은 언제 오나요?
캐나다 안에서 승인된 Work Permit은 신청서에 제공한 캐나다 우편주소로 발송됩니다.
IRCC는 현재 decision letter를 받은 뒤 약 6주 이내에 Work Permit을 우편으로 받아야 하며, 그때까지 도착하지 않으면 IRCC에 연락하도록 안내하고 있습니다.
따라서 다음을 확인하는 것이 좋습니다.
- IRCC에 등록된 우편주소가 정확한지
- 최근 이사를 했다면 주소변경을 했는지
- decision letter를 받은 날짜가 언제인지
- 6주 이상 지났는지
이사했는데 주소를 안 바꿨다면요?
Work Permit이 잘못된 주소로 발송될 수 있습니다.
IRCC는 decision이 나오기 전에 mailing address가 바뀌었다면 주소를 업데이트해야 한다고 안내합니다.
특히 승인 직전 또는 직후에 이사를 한 경우에는 IRCC 계정과 신청서의 주소를 다시 확인하는 것이 좋습니다.
종이 Permit을 받으면 가장 먼저 무엇을 봐야 하나요?
실제 Work Permit이 도착하면 봉투에 넣어 보관하기 전에 내용을 확인하는 것이 좋습니다.
최소한 다음 항목을 확인해볼 수 있습니다.
- 이름 철자
- 여권번호 또는 식별정보
- Work Permit 만료일
- 고용주
- 직무 관련 조건
- 근무지역
- 의료 관련 제한조건
- 기타 remarks 또는 conditions
특히 employer-specific Work Permit은 실제 고용주 이름과 근무조건이 신청내용과 일치하는지 확인하는 것이 중요합니다.
승인 note를 받았는데 Permit 조건을 아직 모르면 어떻게 해야 하나요?
온라인 승인정보에서 새 Permit의 모든 조건을 완전히 확인하기 어려운 경우도 있습니다.
그렇다고 아무 직장에서나 무조건 일해도 된다고 해석하면 안 됩니다.
기존 신청이 무엇을 위한 신청이었는지부터 확인해야 합니다.
예를 들어:
- 기존 Employer A의 Work Permit 연장
- Employer B로 변경하는 Work Permit 신청
- Open Work Permit 신청
- PGWP
- Spousal Open Work Permit
- 특정 LMIA-exempt category
중 어떤 신청인지에 따라 승인 후 기대되는 근무범위가 다릅니다.
실제 사례로 보면 이해하기 쉽습니다
가상의 A씨를 보겠습니다.
A씨는 캐나다에서 employer-specific Work Permit으로 일하고 있습니다.
기존 Permit은 8월 31일 만료 예정이었습니다.
A씨는 7월에 같은 고용주 아래 Work Permit 연장신청을 제출했습니다.
8월 31일 이후 신청은 여전히 pending이어서 A씨는 maintained status로 기존 조건 아래 일을 계속했습니다.
9월 20일, IRCC 온라인 계정에 새 Work Permit 승인 note가 들어왔습니다.
종이 Work Permit은 아직 도착하지 않았습니다.
이 경우 IRCC의 현재 안내에 따르면 A씨는 종이 Permit이 도착할 때까지 일을 중단할 필요는 없습니다.
승인 note가 나온 시점부터 새 승인에 따른 근무권한을 확인하면서 일을 계속할 수 있습니다.
다른 사례 — 새 고용주로 옮기는 경우
B씨는 Employer A에서 일하고 있었지만 Employer B의 job offer를 받아 새 employer-specific Work Permit을 신청했습니다.
B씨는 신청서를 제출하자마자 Employer B에 출근하면 된다고 생각합니다.
그런데 신청서를 제출했다는 사실만으로는 일반적으로 새 고용주를 위해 바로 일할 수 있다고 단정할 수 없습니다.
IRCC의 employer change 절차에서는 별도의 authorization을 요청하고, 근무 허용 이메일을 받아야 하는 경우가 있습니다.
이후 새 Work Permit 자체가 승인되어 approval note까지 들어왔다면 단계가 다시 바뀝니다.
다른 사례 — 해외 신청 승인
C씨는 한국에서 캐나다 Work Permit을 신청했습니다.
온라인 계정에 승인이 떴고 POE Letter of Introduction도 받았습니다.
C씨는 “Permit이 승인됐으니 캐나다 입국 전이라도 remote로 캐나다 회사 일을 시작해도 되나요?”라고 묻습니다.
캐나다 이민법상 Work Permit 발급이라는 관점에서 보면 POE Letter of Introduction은 실제 Work Permit이 아닙니다.
IRCC는 캐나다 입국 시 Border Services Officer가 실제 Work Permit을 발급하고 최종 입국판단을 한다고 설명합니다.
따라서 캐나다 내 승인 note와 해외 POE LOI를 동일하게 취급하면 안 됩니다.

승인 자체는 매우 중요한 단계지만, 그 다음에도 확인할 것이 있습니다.
Permit 조건이 신청한 내용과 맞는가?
예상한 고용주·직무·기간과 실제 승인조건이 일치하는지 확인합니다.
여권 만료 때문에 Permit이 짧아지지는 않았는가?
Work Permit 기간이 예상보다 짧다면 여권 유효기간도 함께 봅니다.
가족의 Permit은 별도로 승인됐는가?
주신청자의 Work Permit이 승인됐다고 배우자의 Work Permit이나 자녀의 Study Permit이 자동 승인되는 것은 아닙니다.
해외여행 계획이 있는가?
Work Permit은 여행문서가 아니므로 TRV 또는 eTA를 별도로 확인해야 합니다.
Work Permit과 TRV는 또 다른 문제입니다
종이 Work Permit이 도착했다 하더라도 해외여행 후 캐나다로 돌아올 수 있는지는 별도의 문제입니다.
비자가 필요한 국적의 근로자는 유효한 TRV가 필요할 수 있고, 비자면제 국가라면 eTA를 확인해야 할 수 있습니다.
Work Permit은 그 자체로 캐나다 재입국을 보장하는 여행문서가 아닙니다.
그래서 Work Permit 승인 후 여행계획이 있다면 다음도 함께 확인하는 것이 좋습니다.

Can You Start Working Before Your Canadian Work Permit Arrives in the Mail?
You applied for a work permit from inside Canada and waited for months.
One morning, you log in to your IRCC secure account and see that the application has finally been approved.
There is a decision letter or approval note in the account.
However, the physical work permit has not yet arrived in your mailbox.
Can you work?
For an approved in-Canada work permit application, the answer may be yes.
IRCC currently states that once the applicant receives the approval note in the online account, the applicant may start working and does not have to wait for the physical work permit to arrive by mail.
The important point is not whether the paper permit is physically in your hand. It is whether IRCC has actually approved the in-Canada work permit application and issued the approval note.
However, not every approval letter has the same legal effect.
An in-Canada approval note, maintained status, an interim authorization to change employers and an overseas Port of Entry Letter of Introduction are different things.
What happens when an in-Canada work permit is approved?
IRCC places a decision letter or approval note in the applicant's secure online account.
Its current guidance expressly states that the person may start working as soon as that note is received.
The applicant does not need to wait for the work permit to arrive in the mail.
IRCC provides the same guidance for workers whose extension or change-of-conditions application has been approved.
It helps to separate three stages.
Stage 1 — The application is pending
No final decision has been made.
Work authorization depends on the existing permit and, where applicable, maintained status or another legal authorization.
Stage 2 — The application has been approved
IRCC has approved the new work permit and issued the approval note.
For an eligible in-Canada application, the worker may begin working without waiting for the physical permit.
Stage 3 — The paper work permit arrives
IRCC mails the actual work permit to the Canadian address provided in the application.
There may be a delay between Stage 2 and Stage 3.
That delay does not necessarily mean the worker must remain off work.
Is the word “Approved” on the status screen enough?
The safest approach is to review the actual decision letter or approval note in the IRCC account rather than relying only on a status label.
The approval note provides clearer evidence for the applicant and may also be useful if an employer's HR department asks for proof of work authorization.
The applicant should also confirm what type of work permit was approved.
An open work permit and an employer-specific work permit can have very different conditions.
What if the employer asks for the physical permit?
Employers may have internal compliance and recordkeeping procedures.
A company's HR team may therefore ask for the physical work permit even where IRCC has already authorized work.
The immigration issue and the employer's internal paperwork process should be separated.
IRCC's current guidance says that an in-Canada applicant may start working once the approval note is received.
The worker can provide the approval note and the relevant IRCC guidance, then provide the physical permit once it arrives.
What if the worker was already working under maintained status?
A worker who applies to extend or change a work permit before expiry may, in qualifying circumstances, continue working under the conditions of the existing permit while the new application is being processed.
IRCC's current extension guidance explains that a paper applicant who filed before expiry may continue working under the same conditions and may provide the employer with evidence such as a copy of the application, fee receipt and postal or courier tracking information.
The important distinction is between the period before approval and the period after approval.
While the application is pending
The legal basis for work may be maintained status and the conditions of the existing permit.
After the new permit is approved
The newly approved work permit becomes important.
Its conditions should be reviewed.
The new permit may have different conditions
IRCC states that an approved extension or change-of-conditions application may result in a permit containing new conditions, including:
- the type of work the person may perform
- the employer for whom the person may work
- the location where the person may work
The fact that the application was approved therefore does not mean the worker can ignore the conditions of the new permit.
What if the worker is changing employers?
Filing a new work permit application for a different employer does not automatically mean that the worker can immediately start working for the new employer.
IRCC currently provides a process through which certain workers changing employers or jobs may request authorization to begin working while the new application is being processed.
The worker submits a request through the IRCC web form and waits for an email confirming whether work is authorized.
IRCC expressly states that this email is not the actual work permit.
This means there may be several distinct documents:
Existing work permit
This contains the worker's current or former employment conditions.
Interim authorization email
This may allow employment for the new employer while the new application is pending.
Final work permit approval note
This confirms that the new work permit application itself has been approved.
These documents should not be treated as interchangeable.
Is an approval letter issued outside Canada the same thing?
No.
This is one of the most important distinctions.
A person whose work permit application was processed outside Canada will generally receive a Port of Entry Letter of Introduction, often called a POE LOI.
IRCC explicitly states that this letter is not the work permit itself.
The person cannot start working in Canada merely because the POE Letter of Introduction has been issued.
The actual work permit is generally printed by a border services officer when the person arrives in Canada and satisfies the applicable entry requirements.
What if a person with a POE Letter of Introduction is already inside Canada?
The fact that the person is physically in Canada does not automatically convert the POE Letter of Introduction into a work permit.
IRCC's current guidance states that someone who followed the outside-Canada application process and received the POE letter may need to leave Canada and complete the proper entry process to activate the work permit.
IRCC also places restrictions on certain forms of re-entry from the United States or Saint-Pierre-et-Miquelon in this context.
This is another reason why an in-Canada approval note should not be confused with an overseas POE letter.
When should the physical work permit arrive?
IRCC currently says that an in-Canada applicant should generally receive the work permit in the mail within about six weeks after receiving the decision letter.
If it does not arrive, the applicant should contact IRCC.
Applicants should therefore confirm:
- the date of the decision letter
- the Canadian mailing address on file
- whether the address changed before the decision
- whether more than six weeks have passed
What if the mailing address changed?
IRCC states that an applicant should update the mailing address if it changes before the work permit is sent.
A recent move can therefore create practical delivery problems even after the immigration application itself has been approved.
What should you check when the paper permit arrives?
The physical permit should be reviewed immediately.
Useful items to confirm include:
- spelling of the name
- permit expiry date
- employer name
- occupation-related conditions
- work location
- medical restrictions
- other remarks or conditions
For an employer-specific work permit, confirming the employer and conditions is particularly important.
A practical example
Assume a worker holds an employer-specific work permit that expires on August 31.
The worker files an extension with the same employer in July.
The old permit expires and the worker continues working under maintained status while the application is pending.
On September 20, IRCC places an approval note in the worker's online account.
The physical permit has not yet arrived.
